The two researchers target to prepare a proposal project to convert the Islamic University in Medina to an Electronic University in terms of international standards for the quality of university education; also the research targets: Defining global standards for quality for university Education Determination of the implementation of the project to divert the university e-Islamic in the light of international standards for quality for university Education Making a proposal for the Islamic electronic university in the light of international standards for the quality of university education, and employs the descriptive analytical approach in order to achieve results, and the most important expected results of the search to reach a list of global standards for the quality of university education from the point of view of experts and specialists, and reach requirements essential for the implementation of the development of the Islamic University project and convert it into an Electronic University at the level of each of: 1) The physical requirements associated with equipment and software 2) Human requirements. 3) Organizational requirements. As well as to reach the perception of the proposed Islamic Electronic University at the level of each of: Goals to be achieved. Curricula that are presented electronically. Appropriate education and e-learning methods. Educational methods that were being used electronically. Students roles in light of the use of electronic university system. Roles of faculty members in light of the use of electronic university system. Appropriate evaluation, examinations and electronic methods. Coordination and progress ways to the study electronically. And we can take advantage of these findings by the gradual transition from traditional education to the university e-learning via the Internet through the global standards for quality of education define the roles of teacher and learner and determine the teaching methods and means used and the methods of evaluation and examinations.
