يهدف البحث إلى تقديم تصور مقترح لتوظيف الشفافية لمواجهة الفساد الإداري بمؤسسات التعليم قبل الجامعي في ضوء مبادئ الانتوساي وذلك من خلال التعرف على مفهوم الشفافية وأنواعها وأهم مبادئها ودورها في مكافحة الفساد الإداري من خلال التعرف على دوافعه وأسبابه وأهم أنواعه والكشف عن مظاهر الفساد الإداري بالمؤسسات التعليمية قبل الجامعية بالإضافة إلى التعرف على أهم المبادئ والمعايير الدولية للأجهزة العليا للرقابة الانتوساي ISSAI. تم الوقوف على كيفية توظيف الشفافية كمدخلا لمواجهة الفساد الإداري. توصلت النتائج إلى أن من أهم مجالات توظيف الشفافية لمواجهة الفساد الإداري ما يلي: 1) العمل على تفعيل دوائر المفتشين العامين واللجان الفرعية للمراقبة والنزاهة حسب الاختصاصات ضمن الوزارات المعنية. 2) أن تتيح التشريعات قدرا من الحرية والاستقلالية للقيادات بمؤسسات التعليم قبل الجامعي من خلال المشاركة في صنع القرارات. 3) توعية القيادات والعاملين بمؤسسات التعليم قبل الجامعي بأهمية تفعيل المساءلة والمحاسبة في مؤسساتهم للحد من الفساد الإداري بها. 4) مراجعة القوانين والأنظمة بشكل دوري من أجل توضيح الفقرات الغامضة للعاملين. 5) إعداد برنامج مستوى للتطوير الإداري الخاص بها والالتزام به ومراقبة الالتزام بذلك ومساءلة المعنيين، والإعلان عن ذلك. -تقييم الأداء المؤسسي والفردي للقيادات العليا. 6) إيجاد هيكل تنظيمي وإجراءات إدارية يتمتع بالاستقلالية والتخصص في العمل بمؤسسات التعليم قبل الجامعي من خلال تحديد الواجبات والمسئوليات والصلاحيات للعاملين، والاهتمام بوجود خرائط تنظيمية وأدلة وخرائط سير الإجراءات. The research aims to introduce proposed framework for activating transparency to face administrative corruption in pre-university education institutions in light of ISSAI, through recognizing the concept, in addition to, it's role in controlling the administrative corruption through recognizing it's motives, reasons, types and disclosure the manifestations of administrative corruption in pre university education institutions and recognizing the most important principles and international standards for the supreme bodies of TSSAI, then identifying how to activate transparency as an entry to face the administrative corruption. The results of research at that the most important fields of activating transparency to face adminidtrative corruption are: 1) Working on activating general inspectors and integrity subcommittees according to their competencies with in the relevant ministries. 2) Legislation should allows a degree of freedom and autonomy for leaders in pre-university education institutions through participation in making decisions. 3) Sensitizing the leaders and workers in pre-university education institutions with importance of activating accountability to reduce administrative corruption. 4) Reviewing laws and regulations periodically to clarify ambiguities for employees. 5) Preparing program for administrative development and committing to it, monitor this commitment and hold those involved accountable. 6) Assessing institutional and individual performance of top leaders. 7) Making organizational structure and administrative procedures which enjoys autonomy in work in pre-university education institutions through identifying duties and responsibilities for workers and interesting with organizational maps and evidences of proceedings.
