تهدف هذه الدراسة إلى التعرف على الإطار الفكري لهيئات الاعتماد الجامعي، وكذلك التعرف على خبرات وتجارب ورواد هيئات ضمان الجودة والاعتماد الجامعي في بعض الدول الأجنبية (الولايات المتحدة الأمريكية - إنجلترا - الهند)، ورصد واقع هيئات الاعتماد الجامعي بهذه الدول وعلاقته بالقوى والعوامل الثقافية بها، وعرض وتحليل بعض النماذج العالمية وبيان نقاط القوة والضعف فيها لمحاولة الوصول إلى أنموذج مقترح للإفادة منه في مصر لتحسين وتطوير أدوار هيئة الاعتماد الجامعي بمصر وإعادة هيكلتها والتغلب على المعوقات التي تم رصدها على ضوء الاستفادة من خبرا كل الولايات المتحدة الأمريكية - إنجلترا - الهند لما لهم من خبرة في هذا المجال، وقد تمثلت طبيعة هذا التصور في إنشاء ثلاث هيئات فرعية منبثقة من هيئة ضمان الجودة والاعتماد الجامعي المقترح إضافتها وهي: (هيئات اعتماد إقليمية، هيئات اعتماد قومية، هيئات اعتماد متخصصة). The aims of this study were to identify an intellectual framework for university accreditation authorities; to recognize a deal of experiences and experiences of pioneering authorities of quality assurance and university accreditation in some foreign countries (USA - England - India); to observe realities of university accreditation bodies in such countries and its relationship to their cultural forces and variables; and to present and analyze points of strengths and weaknesses in some international models in order to propose a beneficial model for Egypt, capable of improving the roles played by the Egyptian university accreditation bodies and restructuring it as a way to overcome the observed obstacles in the light of the prominent experiences of the United States of America, England and India. The study proposed establishing three sub bodies of Egypt’s Quality Assurance and University Accreditation Authority, namely; (regional accreditation bodies, national accreditation bodies, specialized accreditation bodies).
