This study aims to reveal the level of ownership of criterion referenced tests for teachers of high schools in Amman Governorate. And to achieve the goals of this study a scale of forty two parts was distributed on five dimensions which are: the dimension of planning competencies, writing paragraphs competencies dimension, the dimension of publish and apply tests competencies, correcting tests competencies dimension and analyzing results competencies dimension; to measure the competencies of preparing criterion references tests for high schools teacher in Amman governorate from their point of view. The sample of the study was 300 teachers in public high schools from Amman governorate; who were chosen by the available way, to apply the study tool I used google forms. The study showed the level of ownership of Criterion Referenced Tests was (high) for high school teacher in Amman governorate from their point of view. The order of competencies dimensions in preparing criterion referenced tests was: firstly the dimension of publish and apply test in the level of (high) competencies, secondly the dimension of planning with the level of (high) competencies, at the third position comes the writing paragraph criteria with (high) level of competencies, then comes the dimension of correcting tests with (high) level of competencies, finally comes the dimension of results analysis with (medium) level of competencies. This study results showed that there was no difference in statistical functionality at the level of (α=1.15) between arithmetic means of ownership for competencies in preparing of criterion referenced tests for high school teacher in Amman governorate from their point of view because of their scientific qualification. On the contrary it showed a difference in statistical functionality at the level of (α=1.15) between arithmetic means of ownership for competencies and for the dimensions that follows it (planning, writing paragraphs, publish and apply tests, and correcting tests) for the teachers according to the gender in favor of the females. And showed no difference in statistical functionality between arithmetic means of ownership for competencies in preparing of Criterion Referenced Tests according to their experience. The study concludes to a set of recommendations the most important were as follows: 1) Giving training courses for teachers in psychometric properties of tests paragraphs and test. 2) Inviting bodies concerned represented with the ministry of education to make benefit from this study results in conducting training courses and workshops to provide its teachers with the skills of building and preparing the criterion referenced tests to exceed tangible weaknesses despite of its general high level.
