This study aims to identify the effectiveness of using numbered heads strategy in developing citizenship values during the teaching of national education curriculum from teachers viewpoint and their attitudes towards it. The study adapted the descriptive survey research method and quantitative analysis methods to achieve its goals, and used the questionnaire as a tool to collect its data, Where the first questionnaire consisted of (43) paragraphs distributed in three areas: the values of political citizenship, the values of social citizenship, and the values of economic citizenship., while the second form consisted of (11) paragraphs. The study found a high degree of using the numbered heads strategy in developing citizenship values among schools’ students in Jordan from the teachers' point of view, also the results of the study also showed that there were statistically significant differences for the variable of experience for category (10-20) years, and for the variable of sex, for female teachers. The study also found that there are positive attitudes among teachers towards for using the numbered heads strategy in developing citizenship values during the teaching of national and civic education Curriculum for school students in Jordan, from their viewpoint. And there are statistically significant differences in these attitudes according to the gender variable, tending for female teachers, and according to the variable of years of experience for the category (10-20) years.
