هدف هذا البحث إلى الاستفادة من التجارب العالمية المعاصرة في إدارة المناطق التعليمية في كل من (اليابان، كوريا الجنوبية، مصر، فنلندا، كندا) ومقارنتها بواقع إدارة المناطق التعليمية في المملكة العربية السعودية، واعتمد البحث على ثلاثة محاور رئيسة وهي: مستويات التنظيم الإداري في كل دولة، والمهام الإدارية في كل مستوى، والهيكل التنظيمي لكل دولة، وقد تم استخدام المنهج المقارن الوصفي، من خلال دراسة أبرز أوجه التشابه والاختلاف، وأهم نقاط القوة والضعف من خلال عينة من الوثائق والدراسات المطبوعة وعددها (20) والوثائق الإلكترونية وعددها (12)، وكانت أهم النتائج: كلما زادت مستويات التنظيم الإداري، زاد التداخل في المهام الإدارية، وتعقد الهيكل التنظيمي، وتقلصت الصلاحيات الممنوحة للإدارات التنفيذية. ومن أهم التوصيات ضرورة التوجه نحو اللامركزية في إدارة المناطق التعليمية بالمملكة العربية السعودية، وتطبيق مبدأ المحاسبية والشفافية، والتوجه للهياكل التنظيمية المرنة. واقترح البحث إجراء المزيد من البحوث والدراسات في مواضيع ذات علاقة بإدارة المناطق التعليمية. (الملخص المنشور)

This research aims to take advantage of the contemporary international experiences in the school districts management in each of (Japan, South Korea, Egypt, Finland, Canada) and compared by the school districts management in the Kingdom of Saudi Arabia, adopted a research on three axes head: the levels of administrative organization in every state, and administrative tasks in each level, the organizational structure of each country, has been using the comparative method descriptive, through the study highlights the similarities and differences, and the most important strengths and weaknesses through a sample of (20) printed documents and studies and (1) electronic documents. The most important results: increased overlap in administrative tasks, and the complexity of the organizational structure, and reduced the powers granted to the executive departments. One of the main recommendations is the need to move towards decentralization in the school districts management in the Kingdom of Saudi Arabia, and the application of the accounting principle of transparency, orientation flexible organizational structures.
