هدفت الدراسة إلى التعرف علي الأسس النظرية لنظام التعليم المفتوح، والتعرف على خبرات بعض الدول في تطبيقها لنظام التعليم المفتوح، والتعرف على درجة أهمية متطلبات تطبيق نظام التعليم المفتوح بجامعة تبوك في ضوء خبرات بعض الدول عن طريق عينة الدراسة. استخدمت الدراسة المنهج الوصفي المسحي، تمثل مجتمع الدراسة في أعضاء هيئة التدريس (الأكاديميين، والأكاديميين الإداريين) بجامعة تبوك وفروعها في (تيماء، حقل، أملج، ضباء الوجه) والبالغ عددهم 466 عضو هيئة تدريس، وقد تم أخذ عينة عشوائية تعدادها 211 من أعضاء هيئة التدريس يمثلون نسبة 45.3% من مجتمع الدراسة. وتوصلت الدراسة إلى أن هناك اتفاق في استجابات أفراد عينة الدراسة في تقديرهم لدرجة أهمية متطلبات تطبيق نظام التعليم المفتوح بجامعة تبوك، بدرجة أهمية عالية بمتوسط كلي (2.51)، وبانحراف معياري (0.37). The study aimed to Identify the theoretical foundations of the Open Education System. Identify the experiences of some countries in application of the Open Education System. Identify the degree of importance of requirements of application of Open Education System at Tabuk University in the light of international experiences by the study sample. The study used a descriptive survey approach. Community of the study represents teaching staff (academics, academics administrators) at Tabuk University and its branches in (Taima ,Hagel , Omlej , Duba , Al-Wajh) and totaling 466 faculty member ,number of the random sample was 211 of teaching staff representing the proportion of 45.3% of the study community. The most important findings of the study: There is an agreement in the responses of the members of study sample in their appreciation of the degree of importance of requirements of application of Open Education System at Tabuk University , in high degree of importance on total average (2.51), and the standard deviation (0.37).
