This research aimed to measure the effectiveness of a proposed discourse program in developing speaking skills among girls students of the first intermediate school in Yanbu governorate. To achieve this goal, the researcher used the experimental methodology with the semi-experimental design based on pre-post treatments for a control and an experimental groups. The experiment was applied on purposive sample consisted of (52) students divided into two groups. A control group consisted of (26) students and an experimental group consisted of (26) students. The researcher applied the proposed discourse program which was designed according to the general instructional design model (ADDIE), and an observation card. To find out the effectiveness of the proposed discourse program, the observation card was applied for both the control and the experimental groups before applying the proposed discourse program on the experimental group. Then, the observation card was applied again for both groups at the end of the experiment. The research concluded with several results, the most important one is the existence of statistically significant difference at the level of (0,05) between the average scores of the control and the experimental groups in the post-test of speaking skills in English language in favor of the experimental group. Based on that, the research provided a number of recommendations and the most notable ones are; applying the proposed discourse program in the instructional process due to its proven effectiveness in developing students' speaking skills in English language course, the provision of training programs that increase the efficiency of teachers in designing and developing educational programs and the provision of appropriate educational environment infrastructure for the use of instructional technology programs at schools.
