يتطلب تطوير التعليم داخل مدارس التعليم العام في الكويت تطبيق نظام تقويم شامل للتأكد من جودة العملية التربوية ومخرجاتها، ومن ثم هدف البحث إلى وضع تصور مقترح لتطوير نظام تقويم مدارس التعليم العام في دولة الكويت في ضوء خبرة فنلندا. اتبع البحث المنهج الوصفي؛ حيث يتضمن وصفا وتحليلا لطبيعة نظام تقويم مدارس التعليم العام في فنلندا، وكذلك واقع نظام تقويم مدارس التعليم العام في الكويت، وأهم الجهود الكويتية في هذا المجال، وذلك من أجل التوصل إلى تصور مقترح لتطوير نظام تقويم مدارس التعليم العام في الكويت في ضوء خبرة فنلندا، وتوصل البحث إلى مجموعة من النتائج، أهمها: تميز النموذج الفنلندي في مجال التقويم التربوي، وعلى النقيض إخفاق الجهود الكويتية في تطبيق نظام تقويم فعال للتعرف على مدى جدوى العملية التعليمية في الكويت وقدرتها تحقيق الأهداف التربوية المنشودة؛ ومن ثم توصل البحث إلى تصور مقترح قائم على خبرة فنلندا في تطوير نظام تقويم مدارس التعليم العام في دولة الكويت. يمكن القول بأن تطوير نظام تقويم مدارس التعليم العام في دولة الكويت ينبغي أن تشكل بعدا أساسيا من أبعاد أية استراتيجية تستهدف تحقيق الإصلاح المدرسي، وذلك نظرا لأهمية الدور الذي يلعبه التقويم في التعرف على مدى تحقيق المدرسة والمنظومة التعليمية ككل لأهداف التعليم المحددة سلفا. ومن ثم لا بد أن تسعى الكويت إلى الأخذ بنظام التقويم في فنلندا، والعمل على تطبيقه على جميع المدارس التعليمية في محاولة لتحقيق أفضل نتائج متوقعة من نظام تقويم المدارس الكويتية. The development of education within public education schools in Kuwait requires the application of a comprehensive evaluation system to ensure the quality of the educational process and its outputs, and then the research aims to develop a proposed vision for the development of the evaluation system of public education schools in the State of Kuwait in the light of Finland’s experience. The research follows the descriptive approach by describing and an analysis of the evaluation system of Public Education Schools in both Kuwait and Finland. The research reaches a set of results, the most important of which are: the excellence of the Finnish model in the field of educational evaluation, and in contrast, the failure of Kuwaiti efforts to implement an effective evaluation system to identify the feasibility of the educational process in Kuwait and its ability to achieve the desired educational goals. Hence, the research reaches a proposed vision based on Finland's experience in developing the evaluation system of public education schools in the State of Kuwait. It can be said that the development of the evaluation system for public education schools in the State of Kuwait should constitute an essential dimension of any strategy aimed at achieving school reform, given the importance of the role that evaluation plays in identifying the extent to which the school and the educational system as a whole achieve the previously defined educational goals. Therefore, Kuwait must seek to adopt the evaluation system in Finland, and work to apply it to all educational schools in an attempt to achieve the best expected results from the Kuwaiti school evaluation system.
