يهدف البحث إلى وضع مجموعة من الإجراءات المقترحة والمستقاة من مدخل النزاهة التنظيمية لتجويد إدارة الأداء الإداري لدى العاملين بالمدارس الثانوية بدولة الكويت. استخدم البحث المنهج الوصفي، وتوصل للعديد من النتائج، منها: أن إدارة المدرسة الثانوية بدولة الكويت تعاني من مجموعة من المشكلات، أهمها: 1) ضعف الإدارة المدرسية: نتيجة لعدم وجود تطوير ملموس في الأفراد العاملين، وتنمية مهاراتهم وقدراتهم الإدارية، وعدم توافر الإمكانيات والأموال اللازمة للقيام بمجمل المهام والمسئوليات المتوقعة من المدير. 2) ضعف القيادات الإدارية: حيث تتركز الممارسات الوظيفية لمديري المدارس في معظمها على الجوانب الإدارية والروتينية على حساب الجوانب الفنية، فكثير من مديري المدارس ليس لديهم الخبرة الكافية في مجال الإدارة المدرسية، غلبة النمط المركزي على أداء العمل، والفردية في اتخاذ القرار. 3) ضعف الأداء الإداري بالمدرسة الثانوية في الكويت: يرجع ذلك إلى قلة الصلاحيات الممنوحة لمدير المدرسة مقابل المسؤوليات الملقاة على عاتقه. اقترح البحث العديد من المقترحات، أهمها: إعداد ندوات ومحاضرات يقوم بها أساتذة متخصصون يوضحون فيها أهم الأساليب الإدارية الحديثة، وخاصة مدخل الأداء المتوازن والتدريب على كيفية تطبيقه. عقد دورات تدريبية للمدراء على استخدام الأساليب الإدارية الحديثة، والاستعانة بأجهزة الكمبيوتر في إنشاء قواعد بيانات بالمدارس. تفويض بعض الصلاحيات للعاملين بالمدارس، وتقديم الحوافز المادية والمعنوية للعاملين. عقد اختبارات إدارية ونفسية للمدراء قبل توليهم المناصب الإدارية، والتواصل الدائم مع مراكز التدريب بالإدارات والمديريات التعليمية. The research aims to develop a set of proposed measures drawn from the approach to organizational integrity to improve the management of administrative performance of workers in secondary schools in the State of Kuwait, and the current research used the descriptive approach, and the current research reached many results, including: The high school administration in the State of Kuwait suffers from a group of Problems, the most important of which are: Weakness of school administration: as a result of the lack of tangible development of working personnel, the development of their skills and administrative capabilities, and the lack of capabilities and funds necessary to carry out all the tasks and responsibilities expected of the principal, In addition to the weakness of administrative leadership: where the functional practices of school principals are mostly focused on the administrative and routine aspects at the expense of the technical aspects. The administrative performance of the secondary school in Kuwait indicates: The lack of powers granted to the school principal in exchange for the responsibilities entrusted to him. The research suggested many proposals, the most important of which are: Preparing seminars and lectures by specialized professors explaining the most important modem administrative methods, especially the approach to balanced performance and training on how to apply it, holding training courses for managers on using modem administrative methods, and using computers to create databases in schools. And delegating some powers to school personnel, providing material and moral incentives to workers, holding administrative and psychological tests for managers before assuming administrative positions, and constant communication with training centers in educational departments and directorates.
