هدف البحث إلى تنمية مهارات مصممي التقنيات التعليمية بدولة الكويت من خلال الكشف عن فاعلية إستراتيجية التعلم بالمشروعات القائمة على الويب لتطوير مهارات مصممي التقنيات التعليمية في دولة الكويت، وتمثلت مادة المعالجة التجريبية في موقع إلكتروني يتضمن موضوعات لمهارات التصميم التعليمي، وقد تكونت عينة البحث الأساسية من (40) متدرباً من مصممي التقنيات التعليمية بممحافظات الجهراء - الفروانية- حولي بدولة الكويت، تم تقسيمهم الي مجموعتين إحداهما تجريبية والآخرى ضابطة، وقد تمثلت أدوات البحث في (اختبار تحصيلي لقياس الجانب المعرفي – بطاقة تقييم جودة المنتج)، واستخدم البحث المنهج شبه التجريبي لقياس أثر المتغيرات المستقلة على المتغيرات التابعة، ومن أهم النتائج التي توصل اليها البحث وجود فرق دال إحصائيا عند مستوى دلالة (0,05) بين متوسطي درجات كسب طلاب المجموعة التجريبية الذين يدرسون في بيئة قائمة على استراتيجية التعلم بالمشروعات الإلكترونية والمجموعة الضابطة في تنمية الجانب المعرفي لمهارات التصميم التعليمي والجانب الأدائي المتمثل في بطاقة تقييم جودة المنتج لصالح المجموعة التجريبية، وأوصى البحث بأهمية الاستفادة من إستراتيجية التعلم بالمشرعات القائمة على الويب لتنمية المنتجات التعليمية المرغوبة، والاستفادة من البيئة المقترحة في تدريب المتدربين أثناء الخدمة على تحصيل وإتقان الجوانب المعرفية والأدائية المتنوعة والمتجددة المرتبطة بمهارات التصميم التعليمي للمحتوى الإلكتروني. The research aimed to develop the skills of designers of educational technology in the State of Kuwait by uncovering the impact of a learning strategy in web-based projects to develop the skills of designers of educational technologies in the State of Kuwait. The experimental treatment subject was represented in a website that includes topics for educational design skills, and the basic research sample consisted of (40) trainees from the designers of educational technologies in the governorates of Jahra - Farwaniya - Hawalli in the State of Kuwait, they were divided into two groups, one experimental and the other control, and the research tools were represented in (an achievement test to measure the cognitive aspect - product quality assessment card), and the research used the quasi-experimental approach to measure the effect of independent variables on the dependent variables, and one of the most important results of the research is the existence of a statistically significant difference at the level of significance (0.05) between the mean gain scores of the experimental group students who are studying in an environment based on the learning strategy of electronic projects and the control group in developing the cognitive aspect of skills The instructional design and performance aspect of the product quality evaluation card for the benefit of the experimental group, and the research is recommended Concerning the importance of utilizing the learning strategy in the web-based projects to develop the desired educational products, and making use of the proposed environment in training the trainees during the service to acquire and master the various and renewable cognitive and performance aspects related to the educational design skills of e-content.
