یعد التعلیم القوة المحركة لرقي الشعوب وتقدمها. وقد فرضت وسائل التقدم التكنولوجي وثورة المعلومات، التي یشهدها العالم في الألفية الثالثة على جمیع المستویات، عبئا على التعلیم بأشكاله المختلفة؛ لمواكبة التطورات السریعة للمعرفة ووسائل الاتصال. ویعد التعلم عن بعد إحدى الصیغ التعلیمیة، التي نشأت عن استخدام التطور التكنولوجي للمعلومات والاتصالات في العملیة التعلیمیة. وهو طریقة حدیثة نسبیا في التعلیم، ویتزاید الاهتمام به في الدول المتقدمة والكثیر من البلاد النامیة، لیصبح جزءا من أنظمة التعلیم فيها؛ لما یمتلكه من قوة كامنة، یمكن أن تسهم في دفع عجلة التنمیة الاقتصادیة والاجتماعیة. وقد نبع ذلك الاهتمام العالمي بهذا النوع من التعلیم؛ بسبب التطورات الهائلة التي تحدث في مجال تكنولوجيا المعلومات والاتصالات من جهة، وبسبب الحاجة الملحة لتحدیث مهارات الكوادر البشریة العاملة من جهة أخرى. ولأن التكنولوجيا قد أصبحت أداة المجتمعات الفاعلة لتحقیق التنمیة البشریة المستدامة، في ظل اقتصاد عالمي یرتكز على المعرفة، أصبح من الممكن الوصول السریع لمصادر المعلومات، عبر الربط الشبكي الذي تیسره، والذي یتجاوز الحدود الجغرافية والثقافية للمجتمعات المختلفة، بل ویتجاوز تلك الحدود حتى ضمن نطاق المجتمع الواحد بشرائحه المتعددة. الأمر الذي جعل التعلیم عن بعد كالأداة التي یتطلع إلیها متخذو القرار، في جمیع القطاعات العاملة في المجتمعات؛ من مسئولین وتربویین ومدربین؛ للنهوض بجمیع شرائح المجتمع؛ وذلك نظرا للمزایا الكثیرة التي یتضمنها في المجالات المختلفة. إلا أن هذا النوع من التعلیم ــ شأنه شأن باقی صیغ التعلیم الأخرى تواجهه تحدیات وعقبات، تحول دون تحقیقه للتوقعات والأهداف المنشودة. وتتعرض الورقة الحالیة لمفهوم التعلیم عن بعد وممیزاته، ثم العقبات والتحدیات التي تواجهه؛ سواء أكانت تقنیة تتمثل في عدم اعتماد معیار موحد لصیاغة المحتوى، أم فنیة تتمثل في الخصوصیة والقدرة على الاختراق، أم تربویة تتمثل في عدم مشاركة التربویین في صناعة هذا النوع من التعلیم، ثم تتناول الورقة طرق التغلب على هذه العقبات؛ سعیا لتحقیق أهداف هذه الصیغة غیر التقلیدیة من التعلیم، نحو عملیة تعلیمیة مستمرة لا حدود لها. Education is considered a driving force for nations' progress and development. Means of technological progress and the information revolution witnessed by the world in the third millennium at all levels have imposed burden on the various forms of education to keep up with the rapid developments of knowledge and communication means. Distance education is an educational type that have arisen from the use of the technological development of information and communication in learning process, which is a relatively new method of education. It has become a part of the developed and the developing countries education systems, thanks to its strength that can contribute to promoting economic and social development. The global interest in this type of education has arisen from the tremendous developments that occur in the field of information and communication technology on one hand, and from the urgent need to update human working resources skills on the other. Because technology has become communities' active tool to achieve human development in a global economy based on knowledge, it has become possible quick access to information sources through networking facilitated and beyond geographic and cultural boundaries of different communities, and even exceed those limits even within the same society with its various classes. That has made distance education a tool used by officials, educators, trainers and decision makers in all communities' working sectors to achieve society progress, because of its many advantages in various fields. However, this type of education, just like other education forms, is facing challenges and obstacles in achieving its expectations and targets. The present paper deals with the concept of distance education, its features, the obstacles and challenges, whether they are technological characterized by the failure to adopt a credit standard for content development, technical characterized by the privacy and the ability to penetration, or educational characterized by the non-participation of educators in the preparation of this type of education, and then the paper presents solutions and suggestions to overcome these obstacles in order to achieve this non-traditional type of education targets, towards ongoing learning process.
