هدفت الدراسة إلى التعرف على الأطر الفكرية لمدخل الإصلاح المدرسي الشامل، ومجالات عمله الرئيسة بمؤسسات التعليم قبل الجامعي من خلال الاستفادة من بعض التجارب العالمية الرائدة فى تطبيق هذا المدخل بالمدارس المصرية. ولتحقيق ذلك، اعتمدت الدراسة على المنهج الوصفي التحليلي، وذلك من أجل الوصول إلى المتطلبات الفعلية اللازمة لتطبيقه بمؤسسات التعليم قبل الجامعي فى مصر، والتي منها ما يلي: الارتكاز إلى المدرسة باعتبارها المستوى الإجرائي للعملية التعليمية، وتوطين الإشراف التربوي بالمدارس، وتمكين المعلمين بمدارسهم، وربط التعليم بالعمل ودعم الشراكة المجتمعية، وبناء مجتمعات التعلم المهنية داخل المدارس، وتبنى نموذج الإصلاح القائم على المعايير، وتطبيق مبادئ المحاسبية الأكاديمية. The study aimed to identify the Intellectual frameworks of the comprehensive school reform approach and its main areas of work in the pre-university education institutions by taking advantage of some advanced international experiences for applying this approach in Egyptian schools. To achieve this, the study relied on the analytical descriptive approach in order to reach the actual requirements which are required to be implemented in pre-university education institutions in Egypt, including the following: school autonomy as the procedural level of the educational process, establishing the educational supervision within schools, empowering teachers in their schools, increase community partnership, build professional learning communities within schools, and adopt a standards-based reform model, and application of academic accounting principles.
