This study aims to identify the requirements for developing creative skills and innovative ideas and supporting pioneering projects for students in educational institutions from the early stages until graduation from higher education institutions and providing them with skills, knowledge and experience to meet the needs of the labor market, and to achieve the hoped for with internal and external efficiency of the educational process, through the analytical developmental approach by reviewing and analyzing literature and pedagogical studies, and in light of the results of previous studies and in accordance with the researcher’s vision, the current study sets proposed requirements for leaders and policy makers to apply and identify them in our institutions. It is built on eight main areas, which are firstly organizational affiliation and loyalty, secondly a stimulating and supportive environment for students, thirdly, developing the skills of the scientific method, Fourth, professional ethics and rules, fifth, concern for the human element, sixth, belief in change, seventh, curricula, education, and evaluation programs, eighth, developing the professional capabilities of the leader (teacher, faculty member). The study presented a set of recommendations, the most important of which are: establishing research centers for academic educational leaders, holding periodic and continuous scientific meetings to introduce modern trends and strategies to develop creativity, innovation, and leadership, and expanding university business incubators to support creative students and link their projects with local community institutions.
