هدف البحث إلى التعرف على الأسس النظرية التي تقوم عليها معايير الجودة الشاملة في التعليم العام، والتعرف على واقع التعليم الإبتدائي في جمهورية مصر العربية، واستخدمت الدراسة المنهج الوصفي، واستخدمت أداة الدراسة الاستبيان، وتكون مجتمع الدراسة من (310) من معلمي المرحلة الإبتدائية بمحافظة جنوب سيناء. وتوصلت نتائج الدراسة إلى: 1) اهتمام المدرسة على مراجعة المدرسة لرؤيتها. 2) قلة وجود رؤية واضحة ومحددة تعكس الرؤية القومية للتعليم. 3) تعيين إداريين غير متخصصين في الإدارة. 4) قلة مخصصات مالية كافية لبرنامج الجودة الشاملة. 5) ضعف دور وحدة التدريب والجودة في تنفيذ خطة التنمية المهنية للموارد البشرية المتاحة. 6) ضعف بناء الخطة المدرسية في ضوء أسس التخطيط التعليمي. The aim of the research is to identify the theoretical foundations on which the criteria for comprehensive novelty in public education are based, and to identify the reality of primary education in the Arab Republic of Egypt, and the study used the descriptive approach, and the study tool used the questionnaire, and the study population consisted of (310) primary school teachers in the South Governorate Sinai, and the results of the study concluded: 1) The school’s interest in reviewing the school for its vision. 2) The lack of a clear and specific vision that reflects the national vision for education. 3) Appointing administrators who are not specialized in administration. 4) Insufficient financial allocations for the comprehensive quality program. 5) The weak role of the Training and Quality Unit in implementing the professional development plan for the available human resources. 6) Weakness in building the school plan in light of the foundations of educational planning.
