هدف البحث الحالي إلى وضع مقترحات لتحسين درجة ممارسة مديري مدارس التعليم الأساسي بمحافظة البحيرة للمساءلة التربوية للمعلمين في مجالات: الانضباط الوظيفي، والأداء المهني، وأخلاقيات الوظيفة، والتغلب على معوقات التطبيق، ولتحقيق هدف البحث استخدم المنهج الوصفي للوقوف على: الأسس النظرية للمساءلة، وتحديد مستوى ممارسة المديرين لمجالات مساءلة المعلم، ومعوقات تطبيقها، وكذلك في بناء أداة البحث، والمتمثلة في "استبانة" لقياس درجة ممارسة المديرين لمجالات المساءلة التربوية، ومعوقات تطبيقها من وجهة نظرهم، وقد تم تطبيقها على عينة قوامها (350) مدير ومديرة. وتوصلت الدراسة إلى أن جميع مجالات المساءلة التربوية تقديرها (متوسط)، وأكبر تقدير لمجال أخلاقيات مهنة التعليم بأعلى نسبة مئوية (69.81%)، وأقل تقدير لمجال الانضباط الوظيفي بنسبة مئوية (63.21%)، والتقدير الكلي لمستوى ممارسة المديرين لمجالات المساءلة التربوية جاء بتقدير (متوسط) بنسبة مئوية بلغت (66.86%)، وأن النسبة المئوية لاستجابات أفراد العينة حول معوقات تطبيق المساءلة التربوية بمدارس التعليم الأساسي بمحافظة البحيرة ككل قد بلغ (62.780%) وبتقدير متوسط. The aim of the current research is to develop proposals to improve the degree of practice of principals of basic education schools in Buhaira governorate of educational accountability for teachers in the areas of job discipline, professional performance, job ethics, and overcoming implementation obstacles. And determining the level of managers ’practice in the areas of teacher accountability, and the obstacles to their application, as well as in building a research tool, represented by a “questionnaire” to measure the degree of managers’ practice in areas of educational accountability, and the obstacles to their application from their point of view. It was applied to a sample of 350 managers and directors. All areas of educational accountability are rated (average), and the largest estimate for the field of educational ethics is at the highest percentage (69.81%), and the lowest is for the field of job discipline with a percentage (63.21%). Percentage amounted to (66.86%), that the percentage of responses of respondents regarding the obstacles to implementing educational accountability in basic education schools in Buhaira Governorate as a whole reached (62.780%), with an average estimate.
