هدفت الدراسة إلى عرض كيفية الاستفادة المثلى من هجرة المبدعين في ضوء تجارب بعض الدول.، كما ذُكرأوجه الشبه والاختلاف في الاستفادة المثلى من هجرة المبدعين في ضوء تجارب بعض الدول، ثم تقديم رؤية مقترحة حول الحد من هجرة المبدعين في ضوء تجارب بعض الدول، واُستخدم المنهج المقارن، وأسفرت على عدة نتائج منها: أن الدول المقارنة بذلت محاولات للاستفادة من العقول المبدعة وجذبها للعودة لبلادهم، واتفقت الدول المقارنة في أهمية آليات وضع خطط لعودة العقول المبدعة، كذلك توفير فرص العمل، أيضا تحسين الظروف الاقتصادية، وتوفير الاستقرار المادي الملائم للمهنة، كما اتفقت في أهمية المجال السياسي والثقافي والاجتماعي وذلك في الاستفادة من العقول المبدعة المهاجرة، و لتحقيق الاستثمار الأمثل للكفاءات الوطنية تمثلت الركيزة الأساسية لرؤية المقترحة في تنمية المجالات الاقتصادية، الثقافية و السياسية والصحية. The study aimed to show means of optimal utilization of brain drain according to the experiences of some countries. Also, differences and similarities of optimal utilization of were mentioned. To reduce brain drain, a proposed vision was introduced and comparative approach was employed. The study results were as follow: countries included in the comparison have made efforts to utilize and attract creators to return to their home countries. Countries had an agreement on the importance of the mechanism of developing plans for creators to return to their home countries as well as provision of jobs, improvement of economic conditions and provision of financial stability. Countries also agreed on the importance of political, cultural and social fields in benefiting from immigrating creators. To achieve optimal investment of national competencies, the foundation of the proposed vision was the development of economical, cultural, political and health fields. (Author’s abstract)
