استهدفت الدراسة تعرف معوقات تطبيق نظام التقويم الشامل بمرحلة التعليم الأساسي بجمهورية مصر العربية، واستخدمت المنهج الوصفي، وأعدت استبانة بهدف الكشف عن هذه المعوقات تكونت من (50) عبارة موزعة على (8) محاور، تم تطبيقها على عينة عشوائية من الموجهين والمعلمين وأولياء الأمور بمحافظات القاهرة والدقهلية والأقصر، بلغ عددها (270) فرداً، وتوصلت لوجود جملة من المعوقات التي حالت دون نجاح تطبيق هذه التجربة، جاء في مقدمتها المعوقات المرتبطة بالمعلم، ثم المعوقات المرتبطة بأولياء الأمور، بينما جاءت المعوقات المرتبطة بالإدارة المدرسية في مؤخرة تلك المعوقات، كما كشفت النتائج عن وجود فروق دالة إحصائياً بين الريف والحضر لصالح الريف، وبين مدارس العربي واللغات لصالح مدارس العربي، ووضعت الدراسة جملة من التوصيات التي يمكن أن تُسهم في تذليل تلك المعوقات بما يحقق الاستفادة القصوى من تطبيق منظومة التقويم التربوي الشامل بمدارس التعليم الأساسي بمصر. The study aimed to identify the obstacles to implementation of the Comprehensive Evaluation system in basic education in the Arab Republic of Egypt , and used the descriptive approach and prepared the researchers In order to identify these obstacles Consisting of (50) words distributed on (8) axes, Has been applied to a random sample of Supervisors, teachers and parents in the governorates of Cairo, Dakahlia and Luxor Number reached (270) individuals, and reached to the presence of a number of obstacles that have prevented the successful application of this experience, In its introduction, the obstacles related to the teacher, Then the obstacles associated with the Parents, While the obstacles associated with school administration came at the back of those obstacles, The results also revealed statistically significant differences between rural and urban areas for favor of rural areas, and between the Arab schools and languages schools ​​for favor of the Arab schools, and the study put a number of Recommendations that can contribute to overcoming these obstacles in order to achieve maximum benefit from the application of educational Comprehensive Evaluation system of schools of basic education in Egypt.
