This scientific paper aims to clarify the importance of linking the outputs of academic research to the kingdom's vision 2030 which must be based on well-defined strategic plans and objectives where the definition of applied strategies, types and criteria for successful selection has been highlighted. The paper concluded with several findings and recommendations, the most important of which was: the scientific value and academic standing are evident in the academic writings and therefore is a fertile area for analysis, criticism and correction. The researcher recommended that the efforts of the decision makers be joined together to make the strategic plans of scientific messages, research centers and chairs with a local and global impact compatible with the vision and invested in human capital.
