هدفت الدراسة إلى التعرف على معيقات تحقيق الجودة في التعليم العام من وجهة نظر المشرفين التربويين في مديرية تربية جنوب الخليل، والكشف عن وجود اختلافات بين أفراد العينة وفقاً لمتغيرات: (الجنس، المؤهل العلمي، سنوات الخدمة، مكان السكن). واتبعت الدراسة المنهج الوصفي التحليلي. وتكونت العينة من (40) مشرفاً يعملون في مديرية تربية جنوب الخليل، وتم استخدام الاستبانة لجمع البيانات. وقد أشارت نتائج الدراسة إلى أنه من خلال تحليل البيانات تبين أن معيقات تحقيق الجودة في التعليم العام كانت مرتفعة بشكل عام، وجاءت مجالات معيقات تحقيق الجودة في التعليم العام على هذا الترتيب: (المعيقات التي تتعلق بالإدارة المدرسية، المعيقات التي تتعلق بالأنظمة والتعليمات، المعيقات التي تتعلق بالمعلم، المعيقات التي تتعلق بالطالب، المعيقات التي تتعلق بالأهل والمجتمع المحلي، المعيقات التي تتعلق بالمنهاج المدرسي، المعيقات التي تتعلق بالبيئة المدرسية). وخرجت الدراسة بعدة توصيات منها: (إنصاف المعلم ماديا وتحقيق الأمن الوظيفي له، والتدريب الجيد للطلبة في الجامعات بشكل يناسب ما هو مطلوب في المدارس، وتحسين مستوى التعليم الجامعي). The survey under consideration aims to identify the obstacles to achieving quality in public education from the viewpoint of educational supervisors in the Directorate of Education in South Hebron. The paper intends to reveal the differences between the sample members caused by the following factors: gender, scholastic qualifications, years of service and place of residence. In this study, the researcher employs the descriptive and analytical approach. The survey’s sample consists of 40 supervisors working in the Directorate of Education in South Hebron. In addition, a questionnaire is used to collect data. The results of the conducted examination indicate that obstacles to achieving quality in public education are generally on an elevated scale. The obstacles are related to regulations and instructions, the school’s administration, curriculum and environment, the teacher, the student, the family and the community. The reader, in the present case, is provided with several recommendations. On the one hand, the necessity of guaranteed professional opportunities and financial equity to the teacher. On the other hand, the indispensability of a good training for students in universities; hence, the enhancement of the quality of university education. (Published Abstract)
