The study attempted to set conceptual framework for learning environment of university education in the light of the Corona Pandemic in order to develop suggested alternatives to achieve a safe learning environment for university education. The study used the foresight approach, using some tools that help on the opinion poll of experts and specialists, such as the questionnaires prepared in the Delphi style. The study group consisted of experts and specialists in university education (professors, associate professors). In light of applying the results of the survey study for the first round, closed and open questionnaires were designed together in the second round. The questionnaires included six main axes: three axes related to the requirements that must be met to achieve a safe learning environment for university education (physical requirements, humanistic requirements, technological requirements), and three axes related to the challenges facing the university environment (physical challenges, humanistic challenges, and technological challenges). In light of the second round results, the phrases of the axes in the third round were reduced according to the cut-off score of the weighted average of the phrases by excluding the repeated phrases and expressions that do not measure the axis and were less than the weighted average (2.80). After applying three rounds of the (Delphi) method as one of the most important methods of foresight future studies and achieving results of the field study, developing proposed mechanisms to achieve a safe educational environment in light of the Corona Pandemic were suggested. There was also a suggestion of setting a timeline for implementation mechanisms. (Published Abstract)
