The objective of this study is to use the Item response theory in developing the achievement test in mathematics by using the Rush model in the construction of a mathematics test for the field of arithmetic in the mathematics program for the second year of primary education. In order to achieve this goal, the researchers constructed a mathematical test for the field of arithmetic in mathematics for the second year of primary education, this test, in its initial form, consisted of (20) items of a multi- choice type with four alternatives (A-B-T-H). The developed mathematics test, was administered to a sample of (453) second year primary level pupils from in Mostaganem during the school year of 2016/2017. The researchers used the Rasch model to analyze the test items for which a gross score is given for each correct answer, and a zero-gross score for each wrong answer. In order to verify the results of the present study, the researchers made use of statistical program (Winsteps), in addition to the use of the Statistical Package of Social Sciences (SPSS). The conformity of the achievement test with the assumptions of the Rasch model has been verified. These assumptions are: uni-dimensionality, Local independence, the item characteristics curve and speed free. This gives an indication of the significance of this achievement test.
