This study aimed to build a standard to measure the performance of the expressive oral phase of the core, specifically the study sought to answer the following two questions: 1) The proposed standard to measure expressive oral performance in the basic stage?.2) What components of the proposed standard to measure expressive oral performance in the basic stage?. To answer the study questions have been building standard to measure the performance of the expressive oral phase of the fundamental component of the five key areas, and sub-twentieth skill areas distributed over the previous five. Was to verify the validity of the areas of sub-standard and skills, and the sincerity and persistence of the standard. The results to reach the goal of the study in the construction standard to measure the performance expressive oral phase of the fundamental, as it ensures twentieth skill subdivided into five main areas, namely: the words and structures, content, sounds, grammar, the speaker and characteristics of mental, and make the grades of ( 100) degrees divided by the number of sub-skills equally.
