هدفت الدراسة إلى التعرَّف على دور إدارة الكراسي البحثية في رفع تصنيف الجامعات السعودية، والمعوقات التي تواجه إدارة الكراسي البحثية وتحد من قيامها بدورها في رفع تصنيف الجامعات السعودية، كما هدفت إلى تحديد أبرز المقترحات التطويرية التي تسهم في تعزيز دور إدارة الكراسي البحثية، وذلك من خلال التركيز على أبرز المؤشرات لمعايير التصنيفات العالمية كالمجالات البحثية ومخرجات الأبحاث وجودتها ومدى الإنجاز الأكاديمي وكفاءة الأبحاث وكذلك الإنتاج البحثي. كذلك سعت الدراسة إلى التعرُّف على المرئيات حول الكراسي البحثية ودورها في رفع تصنيف الجامعات السعودية؛ بما يحقق رؤية المملكة العربية السعودية (2030) والتي تسعى لتحقيق (5) جامعات سعودية ضمن جامعات النخبة. وقد تم تصميم أداتين للدراسة تضمنت استخدام الاستبانة لجمع البيانات من عينة الدراسة المكونة من مشرفي الكراسي البحثية الفاعلة في جامعة الملك سعود البالغ عددهم (97) مشرفاً، وكذلك إجراء مقابلة مع القائمين على الكراسي البحثية من رؤساء المجالس واللجنة العليا للكراسي البحثية في عدد من الجامعات السعودية بلغ عددهم (24) رئيساً. ومن أهم النتائج التي توصلت إليها الدراسة: أن دور إدارة الكراسي البحثية في رفع تصنيف الجامعات السعودية المتعلق بالمجالات البحثية، مخرجات الأبحاث وجودتها، الإنجاز الأكاديمي، كفاءة الأبحاث، والإنتاج البحثي؛ يتمحور حول الجوانب المادية والإدارية والتنظيمية، وأن أهم المعوقات التي تواجه إدارة الكراسي البحثية تتمثل في البيروقراطية الإدارية وعدم المرونة وضعف الحرية الأكاديمية، كذلك اللغة الإنجليزية تُعد من أبرز المعوقات التي تواجه الباحثين في الكراسي البحثية؛ حيث أن أغلب المجلات المفهرسة دولياً تنحاز للغة الإنجليزية مما يجعل الأبحاث المنشورة باللغات الأخرى أقل قيمة أو بحوث من الدرجة الثانية أو غالباً لا تكون مدرجة في قاعدات البيانات، كما توصلت الدراسة إلى: أن نشر ملخصات البحوث والدراسات في مجلات علمية محكمة، وإصدار الكتب ودعم البحث العلمي، وحماية الملكية الفكرية للباحثين وبراءات اختراعاتهم، من أهم المتطلبات اللاّزمة لتفعيل دور إدارة الكراسي البحثية في التصنيف العالمي، كذلك الحد من البيروقراطية في إدارة الكراسي البحثية، ودعم البحث العلمي مادياً ومعنوياً، يسهم في التغلب على المعوقات التي تواجه إدارة الكراسي البحثية، كما أن القيمة الاقتصادية والاجتماعية المضافة من وجود جامعات محلية عالمية المستوى؛ يسهم في الارتقاء بمستوى الجامعات السعودية وتعزيز مكانتها العلمية في التصنيفات العالمية، كما أن توفير خصائص إدارة ملائمة تتمتع بالمرونة وتشجع الرؤية الاستراتيجية والابتكار، والتي تمَكن الجامعات من إدارة الموارد واتخاذ القرارات دون أن تعوقها البيروقراطية يساهم في تحقيق رؤية المملكة (2030). The purpose of the study is to identify the role of the management of research chairs in promoting the classification of Saudi universities, and the obstacles to research chairs management and which limit its role in promoting the classification of Saudi universities, it also aimed at identifying the most prominent development proposals which contribute to reinforce the role of research chairs management through focusing on the most basic indicators of international classification criteria such as research fields, research outputs, quality, academic achievement, research efficiency and research production. The study has sought to identify the visuals on the research chairs and their role in promoting the classification of the Saudi universities so as to achieve the vision of the Kingdom of Saudi Arabia of (2030), which seeks to achieve (5) Saudi universities within the elite universities. Two study tools have been designed to use a questionnaire to collect the data from the study sample of the supervisors of the research chairs at King Saud University totaling (97) supervisors, in addition to conducting an interview with the chairmen of the research chairs of the councils and the higher committee for research chairs in a number of Saudi universities with a number of (24) chairmen. The basic findings of the study are: the role of the management of research chairs in promoting the classification of Saudi universities, related to research fields, research outputs, quality, academic achievement, research efficiency and research production centers on physical, administrative and organizational aspects and the basic obstacles facing research chairs management are administrative bureaucracy, inflexibility and weak academic freedom. English language is also one of the main obstacles to researchers in research chairs. Most of the internationally indexed journals are written in English, as a result the published researches in other languages are less valuable or second-class researches or not included in databases largely, and the study also found that publishing abstracts of research and studies in refereed scientific journals, issuing books, supporting scientific research, and protecting the intellectual property of researchers and the patents of their inventions are among the most important requirements to activate the role of research chairs management in the international classification, as well as reducing bureaucracy in the management of research chairs, and supporting scientific research materially and morally, contributing to overcome the obstacles facing the management of research chairs, and the added economic and social value from the existence of international universities contributes to the upgrading of Saudi universities and reinforces their scientific position in global classifications, and the provision of characteristics of a suitable administration contributes to achieve the vision of the Kingdom of (2030) with flexibility and which encourages a strategic vision and innovation, which enables universities to manage resources and take decisions without the prevention of bureaucracy. Based on these results, the study provided a number of proposals and recommendations, including: providing training programs for the supervisors of the research chairs on the skills of administrative leadership, to improve the quality of the research outputs in return for the material and moral support, selecting international scientific journals with high effect factor, supporting researchers to publish in the language of global scientific research, protecting the intellectual property of researchers and their patents and the conversion of research results of researchers to intellectual property.
