This research is aiming to design content management system which based on M. Learning. Determine checklist of skills to use technological innovations which should be presented for teachers at primary stage.Making suggestive planning to electronic content management system which based on M. Learning to develop skills of using technological innovations. Measurement effectiveness of Electronic content management system which based on M. Learning to develop cognitive and performance attitude and skills which deals with technological innovations for teachers of primary stage. Limitation of research: Program of digital learning management (Moodle). Teachers of primary stage in Ziton Education administration and Experimental Dar El Saada School. Tablet, I Pad. Some of technological innovations (effective blackboard, Google Drive, blog and twitter). Tools of research:Achievement Test to measure achievement some of using technological innovations. Observation cart to measure sample performance of using some skills of technological innovations Results of research: Research is reached to checklist of main skills and sub skills to deal with technological innovations which is consists of (3) main skills, (23) sub skills and (101) performance skills. Research is reached to checklist of designing Electronic content management system which based on M. Learning. Effectiveness of electronic content management system based on mobile learning in developing cognitive attitude to deal with skills of technological innovations for teachers at primary stage.
