The current research is a trial to assure that the educational planning is leveled, owing to the educational purposes levels, sought to be really achieved by planning. It is also a trial to realize integration, cascade, and harmony among these purposes to realize change utility among the educational, then the social, status-que, known as concomitance in the educational planning. To gain insight in these facts, this has been theoretically proved and inspected in reality via diagnosing the educational planning. According to a package of criteria, through which these facts availability can be judged, a clear absence of integration, cascade, and harmony among these educational levels has been concluded. The absence of matching between the planning levels to their objectives was also observed. This indicates that the educational planning system is missing cycles rather than concomitance. This interprets the reason behind the educational plans failure, in spite of practicing the planning process years ago.(Published Abstract)
