Aim of research: this research is aiming to facing the weakness for students of educational technology in designing and producing e. Book. Which skills have been presenting a vital importance that matching with their studies as new techniques could be used to serve the educational learning. Personal learning environment is designed to develop cognitive and performance attitude which relating to skills of designing e. Book for students of educational learning through social communication tools (face book & blogs) and media tools (flicker and podcasting). Limitation of research: human limitation: consists of (60) sample of educational technology students in the faculty of education, Benha University. Objective limitation: (face book and blog) and tools media of (flicker and podcasting) - skills of designing e. Book. Situation limitation: faculty of education, Benha University. Tools of research: achievement test to measure cognitive attitude which relating to skills of designing e. Book prepared by researcher. Observation cart of practical performance for students of educational technology skills to design e. Book prepared by researcher. Evaluating the quality product cart of e. Book through the student. Variables of research: independent variable: personal learning environment tools. Social communication tools (face book & blog). Tools are depending on media (flicker and podcasting). Dependent variable: cognitive achievement which relating by skills of designing e. Book. Practical performance rate by skills of designing e. Book. Quality production of e. Book by the students. Results of research: research is reached to checklist of main skills and sub skills to produce e. Book which consists of (7) main skills and (22) sub skills. There is different influence to personal learning environment tools on study achievement. There is different influence to personal learning environment tools on performance skills. There is different influence to personal learning environment tools on the level of quality production of e. Book. (Published Abstract)
