هدفت الدراسة إلى تعرف فاعلية التخطيط الاستراتيجي في الجامعات الأردنية الرسمية من وجهة نظر القادة الأكاديميين، وعلاقتها بمتغيري الكلية وسنوات الخبرة. ولتحقيق أهداف الدراسة تم إعداد استبانة مكونة من 60 فقرة وزعت على سبعة مجالات: التخطيط للتخطيط الاستراتيجي، التحليل الاستراتيجي، التوجه الاستراتيجي، الصياغة الاستراتيجية؛ الإعداد للتنفيذ والمتابعة الاستراتيجية، إقرار الخطة وتنفيذها، المتابعة وتقويم الاستراتيجية. وبعد التأكد من صدق الأداة وثباتها، تم تطبيقها على عينة الدراسة البالغة 167 عميدًا ونائبًا ومساعدًا في الكليات العلمية والإنسانية، إذ تم اختيارهم بالطريقة الطبقية العشوائية، ومن ثم تحليل البيانات. بينت نتائج الدراسة أن فاعلية التخطيط الاستراتيجي في الجامعات الأردنية الرسمية من وجهة نظر القادة الأكاديميين كانت ذات مستوى (مرتفع) في جميع مجالاتها وأبعادها وفي معظم فقراتها، إذ بلغ المتوسط، الحسابي للدرجة الكلية 4.09. كما أظهرت الدراسة عدم وجود فروق ذات دلالة إحصائية عند مستوى α≥0.05 في الدرجة الكلية لفاعلية التخطيط، الاستراتيجي. ووجود فروق بين فئات متغير الكلية لبعد الإعداد للمتابعة، وفي مجال المتابعة وتقويم الاستراتيجية لصالح الكليات الإنسانية. ووجود فروق بين فئات سنوات الخبرة (أقل من 5 سنوات) وبين ذوي الخبرة 11 سنة فأكثر لمجال الإعداد للتنفيذ والمتابعة الاستراتيجية لبعدي الإقرار والتنفيذ لصالح ذوي الخبرة 11 سنة فأكثر. وفي ضوء تلك النتائج توصلت الدراسة للعديد من التوصيات أهمها؛ إجراء المزيد من الدراسات في هذا المجال مستقبلًا، وتبني التخطيط الاستراتيجي كأداة من أدوات التغيير والتطوير في العمل الإداري في الجامعات الأردنية الرسمية. The study aims at recognizing the effectiveness of strategic planning in Jordanian Public Universities from the viewpoint of academic leaders, and the relationship between rate of implementation and the two variables; the college and years of experience. A60 - item Questionnaire has been developed containing seven areas: planning for strategic planning, strategic analysis, strategic formulation, prepar¬ing for strategic execution and follow-up, approving and carrying out the plan, following-up and strategy evaluation, the study sample consists of 167 deans, deputies and assistants in the scientific and human colleges, selected using the stratified random method. The findings showed high estimation of the effectiveness of the strategic planning in Jordanian public universities from the viewpoint of academic leaders in terms of all its areas and dimensions, whereas the arithmetic average of the college rate has been 4.09. The study shows also statistically that there are no significant differences as to the total rate of strategic planning implementation. Statistically significant differences among the groups of the college variable exist as to the dimension of preparing for following up, and in the area of following-up and strategy evaluation in favor of human colleges. There have been differences between the groups of years of experience (less than 5 years) and the experienced people (11 years and more) for the area of preparing for strategic execution and follow-up and for two dimensions of approving and carrying out in favor of the experienced people (11 years and more).
