This study presents an attempt to approach the interactive relationship between the three sides of the tripartite, namely, vocational training and technical education, on the one hand, and production institutions, on the other and scientific research and technological development institutions, on the third. The study includes, in particular, a study of the reality of vocational training and technical education, applying to the relationship between industrial production and the labor market, with a focus on the case of the Arab Republic of Egypt as an Arab example D. The study highlights the most important problems associated with this reality: 1) The numerical flood of students of intermediate or secondary technical education graduates, and the lack of suitable graduates for the requirements of economic and technological development. The latter phenomenon is linked to the ways of education, its methods and the lack of funding necessary to supply the necessary equipment. 2) The imbalance of the structure of higher engineering education, where the bulk of the study is concentrated in disciplines related to the higher profitable sectors, in addition to the lack of relationship with the corresponding production units, and lack of interest devoted to basic scientific research and applied in areas related to global technological development. 3) Vocational training, especially the industrial sector, suffers from a variety of channels, from lack of absorptive capacity and operational capabilities, and the disruption of its structure, because training is mainly focused on higher-profit activities, not necessarily those that are most necessarily related to development needs. 4) The labor market suffers from the lack of standardization of the levels of craft and industrial labor and the general risks that computer simulations may solve in order to explain its specifications and standards. The production sites suffer from the "lack of quality" of their human inputs, which are the outputs of the educational system. Thus, achieving a qualitative transfer of the level and rate of economic growth and the composition of GDP. The study questions are: 1) What is the current reality of the institutions of education and training, scientific research and production, in terms of interconnection between them? 2) What are the main problems in linking the three systems studied in the Arab countries? 3) What is the reality and prospects of interconnection between systems: main trends? 4) What is the future outlook?
