Obstacles to implementing strategic management in the industrial secondary school, the three-year system. The administration of the Industrial School faces many administrative problems that hinder its ability to keep pace with the modern challenges and transformations in which we live, and make it unable to adapt to these radical transformations and respond to their requirements. The current study aimed to identify the obstacles to implementing strategic management in the Industrial Technical High School, the three-year system. The descriptive curriculum procedures were used and a questionnaire was applied to a number of administrators, teachers, administrators and workers in industrial secondary schools in the Menouf educational administration, in order to identify the obstacles to implementing strategic management. Among the most important achievements of the study there are obstacles hindering the implementation of strategic management in the Industrial High School, the three years she is: 1) Administrative obstacles: such as weak planning at the ministry level for strategic management programs, severe centralization in administration, and poor coordination between the school's administrative units. 2) Technical and security constraints: such as a poor level of communication and information infrastructure needed to implement strategic management. The lack of accurate databases. The spread of digital illiteracy among members of society. 3) Human obstacles: Decision makers' lack of awareness of the higher administrative levels of the importance of information technology. Frequency and fear among some managers Schools and administrators to deal with new information technology. 4) Financial constraints: lack of financial resources allocated to the infrastructure to implement strategic management and the high cost of using the World Wide Web.
