The interest given to scientific research is increasing in the face of the growing interest given to economic and social development projects and the increasing growth of human capital which focuses on knowledge, as an alternative economy to natural wealth. In recent years, the Maghreb region has experienced significant mobilization in this area, even if its position in international reports issued by rating and evaluation agencies is not reassuring. Out of 139 countries included in the Davos Economic Forum's 2020 report on the quality of education, Maghreb countries occupied low positions in the ranking (Tunisia ranked 84, Morocco ranked 101, Algeria ranked 119 and Mauritania ranked 134). While Libya was outside the scope of the classification as other Arab countries are Iraq, Syria, Sudan, Somalia and Yemen due to their lack of quality standards in education). In this logic, the study of the reality of higher education in general and of scientific research in particular will be the occasion for an in-depth diagnosis of reality and an inventory of all the obstacles and constraints which prevent development of scientific research and make it a factor of sustainable development in these countries instead of being an obstacle.
