The patronage for people with special needs is one of the important issues facing communities locally and globally, in every society there is a percentage of them who need support and care in order to be able to adapt to life conditions, given that their outlook on life is affected by the circumstances of their disability, and what they get from the support of others for them. The global ads show a clear concern for them and their rights to life, caring about them is one of the important criteria for the progress of nations, especially in light of the change in concepts that contemporary societies are going through, and commitment to the principle of education for all, which means the right to obtain equal educational opportunities regardless of any obstacles that prevent their learning, with opportunities for their human potential to emerge and lead, and what that requires of directing the appropriate care for them to achieve self and community development and improving the quality of their lives, and societal participation has an active role in that. Societal participation is a civilized demand in this era that is subject to many challenges, consequently, educational institutions have an important role in improving the quality of life for people with special needs, as they are part of the human wealth of society. Therefore, the study sought to shed light on societal participation and its role in empowering and caring for them, most of their problems lie in the different social conditions and contexts that lead to their exclusion from the normal life path, she concluded by developing mechanisms for societal participation to achieve the quality of their lives, based on a critical analysis approach.
