Attention to quality in universities and scientific research institutions dramatically, increasing, where most countries have used systems and procedures to ensure quality assurance in education and research centers, compared to the systems and procedures used in the industry. Challenges imposed by international changes on university and research system, such as globalization and the information revolution and the emergence of the so-called knowledge society, all these factors automatically led to an increasing interest in ensuring the quality of scientific research in the Egyptian universities. AS the scientific research, whether in an academic institution or research institution is the main engine for all economic, political, educational and social sectors. This study comes to assess the increasing importance of assuring quality of the Egyptian scientific research system and detect deficiencies, weaknesses, challenges the and problems related to the scientific research in Egyptian universities and tackling some critical points such as, the numbers of researchers scientific productivity scientific supervision and the gap between industry institutions and developing projects and scientific research centers and universities, in addition the study is highlighted some academic hinders such as financing, the difficulty of applying research results in solving real life problems and the lack of scientific research maps in some sectors and specializations. The study came to the conclusions that in order to achieve quality in the field of scientific research, the Egyptian Ministry of higher should reconsider some of the policies in higher education and they should adapt certain standards and indicators to achieve the research quality. At the end the study recommend a road map for the ministry of higher education to raise the efficiency of scientific research system in Egypt and to overcome hinders and challenges.
