The problem of the study is specified according to many indications such as understanding and realizing the general Arabic knowledge perspective and its challenges and then understanding and realizing the realistic state of Iraqi society as being part of Arabic neighborhood. However, the most important challenges that face knowledge diffusion in Iraqi society are: first, the inability to discover the new ways of their diffusion, reach the solutions that based on knowing the administrative and human devices and new tools for transforming them, realizing their capabilities and then make use of their services according to the needs of the researchers, teachers and students depending on their scientific specialization- learning ,educating, training, and diffuse the cognitive awareness. Obviously, the knowledge devices are still traditional and incapable to cope with the enormous progress and development of knowledge. Their weaknesses represented by the inefficiency of computers and internets webs, the weaknesses of the continuous learning programs and activities, the weak services at laboratories and their unsuitability to the supposed conditioning, bad libraries services and the rarity of the new sources and weak using of new informational technologies specifically at university of Baghdad. These knowledge sources cannot cope with the exceeding scientific and cognitive development in the world in spite of their great role at universities. Therefore, the researcher treated the study problem by evaluating the knowledge sources through the following question: (the extent of implementing the plans, programs, and activities that related to knowledge sources according to national strategy of education and higher education). The importance of the study is clarifie in that nowadays, the knowledge is liste under comprehensive modern project that need to preparations and utilization. The mass plays an important role in this project since there is a need for transformation, comprehension, possessing and settling for this project. Additionally, the effective using of the knowledge on the different technical sources requires the creation of generation able to use them through physical foundations to the rules of knowledge and sciences. Accordingly, the importance of the study is a reflective to the importance of the University of Baghdad as the university plays an important role in learning process and an important source of knowledge with its libraries, laboratories, technological sources such as computers and internet units, and continuous learning, meanwhile there is hardly range of progress without those sources of knowledge. The study aims to: 1) Evaluate the implementation of the activities, plans and programs for knowledge sources (libraries, laboratories, techniques and continuous learning) ‎in light of the strategy from the teacher’s point of view. 2) Evaluate the implementation of the activities, plans and programs for knowledge sources (libraries, laboratories, techniques and continuous learning) ‎in light of the strategy from the employees’ point of view. 3) Find out the statistically significant differences of using the knowledge sources at University of Baghdad according to the following variables: Sex: male and female; Specialization: scientific and humanistic; Scientific rank: assist instructor, instructor, assist professor and professor; Length of service duration. The study is limited to four colleges, two scientific and others humanistic at University of Baghdad for the (2013-2014) academic year. The sample 300 teachers and 41 employees at the university, is selecte to evaluate the knowledge sources according to the national strategy of education and higher education for the duration (2012-2022). The theoretical background includes three sections. The first one handles the historical display of the knowledge, the philosophy of knowledge, theories of knowledge, and the characteristics, principles and types of knowledge. The second section handles the displaying of the knowledge sources (libraries, labs, techniques, continuous learning). The last section handles the concept of the strategy, and the national strategy of education and higher education. On the other hand the previous studies are represented by 4 Iraqi, 8 Arabic and 2 foreign studies. The descriptive approach is use to find out the aims of the study by constructing two knowledge sources questionnaires, one of 37 items submitted to teachers and others of 63 items submitted to the employees. Each classified into four areas, namely (libraries, laboratories, techniques and continuous learning. (Author’s abstract)
