Knowledge management is one of the most important issues nowadays. It is also one of the recent administrative concepts which becomes an important factor in the educational institutions. Moreover, it is becoming more important as it forms an influential element in the foundations of the educational institutions (السكري, 1999: 15). the Knowledge management is a guided administrative activity aims at wmploying different factors to promote the functional performance to enable the administrative leadership achieving the best performance possible. The knowledge management is considered a basic component of the successful educational administrative leaderships in the universities (العلي, 2004: 18 ). The responsibility of the failure or success of the university system depends, to a large extent, on the nature of the colleges deans' leading roles and the effectiveness of their leading capacity (الصيرفي, 2003: 32). The leadership has an important role in the administrative work comes into view through the leadership responsibilities in achieving the integration of the organizational and humanistic phases of the administrative process and ensuring effectiveness of the administration to achieve its goals. The current study aims at: 1) Finding out the degree of knowledge management of Thi Qar University college deans from the view point of head of departments and instructors. 2) Finding out the degree of leading capacity of Thi Qar University college deans from the view point of head of departments and instructors. 3) Ascertaining the relationship between knowledge management and educational leading capacity of Thi Qar University college deans from the view point of head of departments and instructors. 4) Finding out the differences in Thi Qar University college deans' knowledge management from the view point of head of departments and instructors according to the variables of gender (male – female) and specialization (sciences – humanities) . 5) Finding out the differences in Thi Qar University college deans' leading capacity from the view point of head of departments and instructors according to the variables of gender (male – female) and specialization (sciences – humanities). The present study is limited to head of departments and instructors at Thi Qar University during the academic year 2012-2013. The population of the study covers 707 head of departments and instructors in the scientific and humanistic colleges at Thi Qar University. The sample of the study, on the other hand, consists of 407 head of departments and instructors who are randomly selected to form 60% from the population. Two data collection instruments are constructed to investigate the variables of knowledge management and leading capacity in the sample of the study. The knowledge management instrument includes 43 items while the leading capacity instrument consists of 58 ones. After checking and ensuring validity and reliability, the two instruments are conducted on the sample. The achieved results are statistically manipulated by using the following statistical methods; 1) Alpha Chronbach Coefficient to check the reliability coefficient items. 2) Pearson correlation formula to find the degree of correlation.3) T-test for one sample. 4) T-test for two independent samples to find out the discrimination power of the items. The analysis of the results achieved through the knowledge management instrument shows that Thi Qar University college deans have a less than expected degree of knowledge management. This can be attributed to the idea that they are unable to diagnose, generate, store, and apply knowledge management to employ it accurately to help them support their knowledge management inside the college. On the other hand, the results analysis of the leading capacity instrument shows that Thi Qar University college deans have also a less than expected degree of leading capacity. The results of this study are discussed and explained according to which some conclusions, recommendations, and suggestions are put forward. Conclusions: 1) The knowledge management level of Thi Qar University college deans is reduced. 2) The leading capacity degree is less than required for the current era of university institutions. 3) There is a positive extrusive relationship between Thi Qar University college deans' degrees of knowledge management and leading capacity.
