The study tackles the development of cloud collaborative learning environment based on problem solving and its impact on developing cognitive achievement and collaborative learning skills. The present study aims at exploring the impact of developing cloud collaborative learning environment based on problem solving in developing the cognitive achievement and collaborative learning skills among the sixth-grade primary students at language schools. The researchers use the development research method, which includes the integration and follow-up of three methods, the analytical descriptive research method, the system development method, and the experimental method. The results of the research reveal a statistical difference between the average grades of students of both groups: the experimental and the control group in the post- application test of cognitive achievement test in the eLearning environment; the comparison comes in favor of the post-application. Moreover, there is a statistical difference between the average grades of the students of the experimental group in the post- application in the students participation assessment card, and the degree of mastery is 90% of the total degree. Therefore, the present study recommends taking advantage of the list of criteria of designing cloud collaborative e-learning environment which is based on problem solving that has been reached after designing and developing e-learning environments, in addition to employing cloud computing applications to support various teaching and learning processes, and paying attention to simultaneous and asynchronous cloud collaborative e-learning tools and integrate them to get the best advantages.
