The main aims of study to identify the reality and the types of Automated Systems in university libraries with an indication of the use of applications, Automated Systems where, and study the possibility of management of university libraries in the investment Automated Systems and determine the possibility of working in the preparation and implementation of applications, Automated Systems and the statement of the response speed of administration of university libraries and their impact on the application of Automated Systems and shed light on the standards applicable to the use of Automated Systems in university libraries. The Study used the survey method (analytical). The study relied on the use of a random sample stratified proportionate to represent the population of the study using the tool questionnaire to collect data on the beneficiaries of 500 form after excluding the forms incomplete out of 8436, a community overall, which includes all of the (Masters and Doctoral students and faculty members) The actual community who use the library's Central 421. It also drew a special questionnaire and officials of the sections in libraries central to the study of the extent of adoption of standards (ISO) Investment in Automated Systems and its impact on the management of university libraries to demonstrate the size of the gap in investment. In the end of study there are a number of results, including: 1) Study has shown the existence of a gap in the investment Automated Systems by senior management in university libraries, but these gaps varied from library to another, as was 0.28 at the University of Baghdad and 0.25 at the University of Mustansiriya and 0,20 at the University of Technology and the University reached the gap in the Iraqi 0.32, and finally reached the gap in the amount of investment in the Central Library of the University of Al-Nahreen 0.33. 2) Study also showed that there are differences between the degree of satisfaction among users and departments in libraries central subject of the study, comes the difference between the satisfaction of the beneficiaries and the departments in the Central Library of the University of Al-Nahreen in the first class, amounting of 0.52 and ranked second difference comes in the university library Iraqi and by up to 0.48, and third place teams in the Central Library of the University of Mustansiriya it arrived 0.39 and fourth place Central Library of the University of Baghdad and by 0.32, and finally the Central Library of the University of technological minimal difference in satisfaction arrived to 0.32. 3) The Study revealed variations in the proportion of benefit from applications of Automated Systems in Libraries central subject of the study, as were the highest proportion of benefit with automated systems in the Central Library of the University of Technology 60% of the total business desktops, followed by the Central Library of the University of Mustansiriya by testimony 30% The Central Library of the University of Baghdad and the Iraqi University, the percentage of benefit from Automated Systems 20%, and finally the lowest rate obtained by the library at the University of A benefil-Nahreent 10% of the total business office. The study came out a set of recommendations, the most prominent are: 1) The need to direct attention to the development of libraries by section documenting information systems specialist, responsible for the study of the documentation and analysis systems, tracking and updating over the application of the recommendation and approval of the statement of the extent to which investment applications where automated systems requirements. 2) Working on providing the requirements of the application of ISO number 11620 of manual Specialized devices modern communications and specialized worker and other specifications necessary in the field of application to reduce the difference in the submission of the appropriate service and exploit the possibilities that are available to invest in Automated Systems and the adoption of international standards and try to deliver them to senior management. 3) Possibility of adopting management of university libraries for an integrated information system works to the collection, classification, analysis and delivery of information needed by decision-maker, relating to the planning, implementation and control based on the information necessary and important from inside the library and outside, both relating to the beneficiaries of the service or information to achieve control over the performance and simplification of procedures and understanding of the investment regulations adopted in the library and to achieve the goals and possibilities that are available there.
