ركزت هذه الدراسة على تحليل نوعية البرنامج الأكاديمي في العلوم الاقتصادية والإدارية بجامعة الحسن الثاني بالدار البيضاء. وترتكز الدراسة على تحليل مجموعة من المعايير: أهداف ورسالة البرنامج، إدارة البرنامج، الموارد الاكاديمية، المنهاج، التعليم والتقييم، فرص التعلم ومستوى الخريجين. ومن أجل تحليل هذه المحاور اعتمدت الدراسة على المعطيات الميدانية التي وفرتها العمادة ومجموعة من المقابلات مع أساتذة البرنامج وطلابه. وتبين النتائج أن البرنامج يعاني في جل المحاور من مستويات ضعيفة، ويرجع السبب الرئيسي في ذلك إلى العدد الكبير للطلاب الوافدين إليه. كما أن إدارة البرنامج تعاني من وجود هيئتين، الشعبة والمسلك، دون تحديد واضح لصلاحيات كل واحدة منهما. كما يرجع تدني المستوى إلى ضعف الموارد الأكاديمية البشرية منها والمادية والمعرفية وكذا البنيات التحتية لاستيعاب العدد الهائل من الطلبة الوافدين على المسلك. بالإضافة إلى هذا كله يعتبر غياب الهيكل التنظيمي أحد النقاط المهمة التي تؤثر سلبا على الحكامة الجيدة وثقافة الجودة بالمؤسسة. This study focused on analyzing the quality of the academic program in economic and administrative sciences at the Hassan II University in Casablanca. The study is based on an analysis of a set of including: the goals and mission of the program, program management, academic resources, curricula, teaching and assessment, learning opportunities and the quality level of graduates. In order to analyze these axes, the study relied on field data provided by the Dean’s office and a host of interviews with professors and students of the program. The results show that the program suffers on all accounts from weak levels primarily due to the large number of students admitted in the program. The management of the program also suffers from the co-existence of two bodies, the division and the department, without a clear definition of the prerogatives of each one of them. The low performance level can be also attributed to poor academic human, physical and knowledge resources. In addition, the infrastructure is inadequate to accommodate the large number of enrolled students. Additionally, the absence of an organizational structure is considered one of the most important factors impeding good governance and the culture of quality in the institution. (Author’s Abstract)

La présente étude évalue la qualité du programme académique en sciences économiques et administratives de l'Université Hassan II de Casablanca. Elle repose sur un ensemble de normes telles que : les objectifs et la mission du programme, sa gestion, ses ressources académiques, sa méthodologie, l'enseignement et l'évaluation, les possibilités d'apprentissage et le niveau des lauréats. Afin d'évaluer ses critères, l'étude s'est appuyée sur les données de terrain fournies par le doyen et un certain nombre d'entrevues avec des professeurs et des étudiants. Les résultats de l'analyse montrent que le programme souffre dans tous les domaines d’un bas niveau, principalement en raison du grand nombre d'étudiants dépassant la capacité d’accueil. L’administration pâtit également des prérogatives contradictoires détenues par les deux corps qui dirigent l'établissement – la section et le cursus - sans qu’il y ait une définition claire des pouvoirs de chacun. Ce faible niveau s’explique également par des ressources académiques médiocres du point de vue des capacités en hommes, en matériels et en savoirs. Les infrastructures nécessaires sont également insuffisantes pour accueillir un grand nombre de nouveaux étudiants. Enfin, l'absence d’une structure organisationnelle a un impact négatif sur la bonne gouvernance et la culture de la qualité au sein de cette institution. (Résumer de l’auteur)
