يتناول هذا التقرير دراسة تحليلية لواقع التكوين والبحث العلمي بجامعة عبد المالك السعدي كنموذج من الجامعات المغربية الحكومية. لصياغة هذه الدراسة التحليلية تم الاعتماد على كل المعطيات المتوافرة لدى رئاسة الجامعة والمؤسسات التابعة لها. كما تمت مراجعة هذه المعلومات والتأكد منها عن طريق إجراء مقابلات عديدة مع عينة من رؤساء المؤسسات ونوابهم والكتاب العامين ورؤساء المصالح وكذا مع مجموعة من الأساتذة الباحثين والطلبة. لقد أبرز التقرير أهم الآليات والمجهودات المبذولة من حكامة وتدبير مالي ومادي وإداري للاستجابة للمتطلبات المتزايدة من أعداد الطلبة خريجي الثانويات المغربية وكذا الانتظارات الموضوعية للفاعلين الاقتصاديين والاجتماعيين وصناع القرار في المغرب. ورغم المجهودات الكبيرة التي بُذِلَت لتطوير المسالك التقنية والمهنية في الجامعة، فمازال التلاميذ حاملو البكالوريا يتوجهون في أغلبهم نحو المسالك ذات الولوج المفتوح. اما التكوينات التقنية والمهنية المقترحة، فلم تعرف النجاح المأمول ويظل إعداد الطلبة بها ضعيفا بسبب مساطير التنقية والمباريات اللازم اعتمادها نظرا لضعف الطاقة الاستيعابية وكذا النقص الكبير في التأطير البيداغوجي والإداري. أما من ناحية البحث العلمي والتعاون، فالنتائج المحصل عليها تعتبر جيدة نسبيا بالمقارنة مع الجامعات المغربية رغم الإكراهات المالية والمادية. يرصد التقرير أيضا مكانة نظام الجودة المطبق في الجامعة باعتباره أحد الاختيارات الاستراتيجية المعلنة في مشروع تطوير الجامعة. فإجمالا يمكن الإقرار بأن ثقافة الجودة والتقييم الذاتي والخارجي بدأ ينتشر تدريجيا في الجامعة. This report provides an analytical study of the status of teaching and scientific and research at the Abed Al-Malek Al-Saadi University as a sample of public universities in Morocco. This analytical study relied on all available data from the office of the University’s presidency and satellite institutions. The information was reviewed and verified through several interviews with a sample of heads of institutions and their deputies, authors and heads of departments as well as a group of professors and students. The report highlighted the most important mechanisms and efforts exerted in terms of governance and financial and physical management in order to respond to the growing demands of students graduating high school in Morocco and to the objective expectations of economic and social stakeholders and decision-makers in Morocco. Despite the great efforts exerted to develop the technical and professional university courses, baccalaureate graduates still, for the most part pursue open-access tracks. As for the proposed technical and vocational training, they have not achieved the expected success and the number of enrolled students remains weak given the selection requirements and contests that must be adopted due to the weak absorption capacity and the substantial shortfall in pedagogical and administrative staff. In terms of scientific research and cooperation, the results obtained are relatively good compared with other Moroccan universities despite the financial and material constraints. The report also reveals the status of the quality system in place at the university given that it is one of the stated strategic choices in the development of the University. So in general, it can be acknowledged that a culture of quality and internal and external assessments is gradually beginning to take hold at the university. (Author’s Abstract)

Ce rapport propose une étude analytique de la réalité de la formation et de la recherche scientifique à l'Université Abdelmalek Saadi, comme modèle des universités gouvernementales marocaines. Il s’appuie sur toutes les données disponibles à la présidence de l'université et dans ses établissements affiliés. Cette analyse s’est trouvée confirmée par la réalisation de nombreux entretiens avec un échantillon de hauts responsables et de leurs adjoints, de directeurs, de chefs de départements, ainsi qu'avec un ensemble d’enseignants-chercheurs et d’étudiants. Le rapport a révélé les mécanismes mis en œuvre et les efforts déployés en vue d’une meilleure gouvernance et d’une bonne gestion financière, matérielle et administrative, afin d’accueillir un nombre croissant de jeunes bacheliers marocains, et satisfaire les attentes objectives des décideurs économiques et sociaux au Maroc. Malgré les efforts considérables qui ont été déployés pour développer les filières techniques et professionnelles à l'université, les étudiants bacheliers sont encore dans leur majorité dirigés vers les filières à admission ouverte. Les spécialisations technique et professionnelle ne connaissent pas le succès espéré, le nombre d’étudiants reste faible à cause des critères de sélection et des concours, qui sont pourtant nécessaires, le nombre de places et l’encadrement pédagogique et administratif étant limités. Quant à la recherche et à la coopération scientifique, les résultats obtenus sont relativement bons par rapport aux autres universités marocaines, malgré les contraintes financières et matérielles. Le rapport examine également la démarche qualité de l'université, dans le cadre de ses choix stratégiques de développement. Reconnaissons que la culture de la qualité et de l'évaluation interne et externe, s’installe progressivement à l'Université Abdelmalek Saadi. (Résumer de l’auteur)
