استهدفت الدراسة الحالية تحليل إطار النوعية في جامعة الأزهر بجمهورية مصر العربية، حيث تعد جامعة الأزهر من أعرق الجامعات العلمية في العالم، فهي أطولها عمراً، وأجلها أثراً في تاريخ الفكر الإنساني، وفي تاريخ العقل العربي والإسلامي بل في تاريخ العلم وميراث الحضارة كافة. اعتمدت الدراسة على تحليل البيئة الداخلية والخارجية للجامعة SWOT Analysis الذي يشمل تحديد نقاط القوة وتحديد نقاط الضعف والفرص المتاحة والتهديدات المحتملة. بني التحليل على العديد من الشواهد والأدلة، منها الوثائق والمقابلات الفردية والجماعية وتطبيق بعض الاستبانات على بعض الفئات التي لها صلة بالجامعة. توصلت الدراسة إلى أن رسالة الجامعة تتسم بالوضوح والتحديد، وتعكس توجهات الجامعة التي تختص بها من تدريس لعلوم الشريعة، وأصول الدين والعقيدة الإسلامية ، كما أن بها هياكل تنظيمية محددة الاختصاصات، وبها حرم جامعي ذو موقع متميز يساعد على توفير بيئة تعليمية وبحثية فاعلة، بواسطة مجموعة من العلماء والمفكرين ذوي السمعة الطيبة على المستوى الوطني والعالمي، إلا أن النظام الإداري بالجامعة يتسم بالمركزية في اتخاذ القرارات، مما يؤدي إلى تعقيد الإجراءات الإدارية، كما تعاني الجامعة من ضعف التمويل المالي لدعمها في تحقيق رسالتها، وضعف كفاية نظم المعلومات والاتصالات لربط الجامعة ووحداتها وكلياتها بعضها ببعض. The present study analyzed the quality framework at the Al-Azhar University in the Arab Republic of Egypt that ranks amongst the most prestigious scientific universities in the world; it is the oldest and most influential in the history of human thinking, the history of the Arab and Muslim mind as well as in the history of education and civilization. The study relied on a SWOT analysis which includes identifying strengths and weaknesses, available opportunities and potential threats. The analysis was based on a number of evidence and proofs including documents, individual and group interviews and questionnaires targeting relevant parties. The study concluded that the university’s mission can be characterized as clear and specific, accurately reflecting its orientation and field of specialization in teaching the Sharia and the principles of the Islamic religion and doctrine. The University has organizational structures with specific disciplines; it has a campus of a unique location that fosters an effective educational and research environment through a group of reputable national and international scientists and thinkers. However, the administrative system of the University is a centralized system in terms of decision making, leading to complicated administrative procedures. The University suffers from weak funding in achieving its mission and has an inadequate information and communication system for linking its departments and faculties. (Author’s Abstract)

La présente étude analyse l’environnement qualitatif de l'Université Al–Azhar de la République arabe d'Égypte, l’une des universités scientifiques les plus prestigieuses au monde et l’une des plus anciennes. Al–Azhar a laissé son honorable empreinte dans l'histoire de la pensée humaine, dans celle de l’intelligence arabe et musulmane, ainsi que dans l'histoire de la science et de la civilisation tout entière. L'étude s'est appuyée sur l'observation de l'environnement interne et externe de l'université selon l’analyse SWOT, qui consiste en une identification des points forts et des points faibles, des opportunités et des menaces potentielles. Cette analyse s’appuie sur une multitude de témoignages et de preuves diverses, y compris des documents, des entretiens individuels et collectifs, ainsi que sur certains questionnaires adressés à certaines catégories en rapport avec l'université. Elle conclut que sa mission est claire et précise, qu’elle reflète bien ses orientations, spécifiques à l'enseignement des sciences de la charî'a et des fondements de la religion et de la foi musulmane. Il existe également au sein de l’Université Al-Azhar des structures d’organisation spécifique d’un point de vue disciplinaire. Le campus est idéalement situé et offre un environnement propice à l'apprentissage et à la recherche, assurés par un groupe de scientifiques et de penseurs parmi les plus réputés au niveau national et mondial. Mais le système administratif de l'université se caractérise par la centralisation de ses décisions, ce qui complexifie les procédures administratives. L’université souffre également d’une situation financière trop précaire pour assurer pleinement la réalisation de sa mission. Enfin, l'adéquation de ses systèmes d'information et de communication est trop insuffisante pour relier entre eux l'université, ses départements et ses facultés.(Résumer de l’auteur)
