استهدف البحث الحالي وضع رؤية مقترحة لتوفير فرص التعليم للفئات المهمشة في المجتمع المصري على ضوء بعض الاتجاهات الدولية الحديثة. وقد اعتمد البحث على المنهج الوصفي، وذلك بوصف وتحليل وتفسير الكتابات والأبحاث العلمية والتقارير المحلية والدولية والإحصاءات الرسمية التي تناولت قضية المهمشين وسبل توفير فرص التعليم لهم؛ ومن ثم حدد البحث الإطار الفكري الحاكم للتهميش والمهمشين، من حيث: المفهوم والخصائص، وعوامل التهميش التعليمي، وأبرز الفئات المهمشة واحتياجاتها التربوية، ثم قام بإلقاء الضوء على بعض الاتجاهات الدولية الحديثة في مجال تربية وتعليم المهمشين وصور تطبيقية لها دوليا ومحليا. وقد توصل البحث إلى رؤية مقترحة لتوفير فرص التعليم للفئات المهمشة في المجتمع المصري، حددت فيها عدة اعتبارات أساسية تمثل أسس ومبادئ نظرية موجهة للمهتمين والقائمين على تربية وتعليم المهمشين بفئاتهم المختلفة على المستويين التخطيطي والتنفيذي في المجتمع المصري عند تنفيذ هذه الرؤية، كما قدمت ستة متطلبات تنفيذية تمثلت في: الوقاية من التهميش التعليمي وخاصة في مرحلة التعليم الأساسي، دمج المهمشين في مدارس التعليم العام الرسمي الحكومي أو الخاص، التوسع في تطبيق نظام التعليم المهني الثنائي، التنوع والتوسع في مدارس التعليم البديل في كافة المراحل التعليمية، دعم برامج وأنشطة التعليم غير الرسمي للأطفال والكبار، توظيف تكنولوجيا المعلومات والاتصال في إتاحة وتيسير التعليم للجميع خاصة المهمشين. This research aimed to put a proposed vision for providing opportunities of education to the marginalized groups in Egypt in the light of some modern international trends. This research relied on the descriptive approach to describe, analyze and interpret writings, scientific researches, local and international reports and official statistics that dealt with the issue of the marginalized and ways to provide opportunities of education for them. Then, the research determined the intellectual framework for marginalization and marginalized, in terms of: concept, characteristics, factors of educational marginalization, and the most prominent marginalized groups and their educational needs. After that, this research showed some modern international trends in the field of the education of the marginalized and some practical images of them internationally and locally. This research reached a proposed vision for providing opportunities of education for marginalized groups in Egyptian society. this proposed vision determined several basic considerations that represent theoretical foundations and principles directed to the interested and the responsible for bringing up and educating the different categories of marginalized at planning and executive levels in the Egyptian society when implementing this vision. It also presented six implementation requirements represented in: Prevention of educational marginalization, especially in the basic education stage, integration of marginalized people in the governmental or private formal public education schools, expansion of the applying of the dual vocational education system, diversity and expansion in alternative education schools at all educational stages, support the informal programs and activities of education for children and adults, and using information and communication technology to provide and facilitate education for all, especially the marginalized.
