هدفت الدراسة بصورة رئيسة التعرف على واقع التخطيط الاستراتيجي للجامعات المصرية في ضوء معايير الجودة وتأصيله من المنظور الإسلامي، من أجل تقديم بعض المتطلبات التي تسهم في تطوير التخطيط الاستراتيجي للجامعات المصرية في ضوء معايير الجودة، وفي ضوء التأصيل الإسلامي. وقد اقتضت الدراسة وأهدافها استخدام منهجَيْن: الأول: المنهج الوصفي التحليلي، والثاني: المنهج الاستنباطي. وقد قام الباحث بإعداد استبانة حول واقع التخطيط الاستراتيجي للجامعات المصرية في ضوء معايير الجودة، وهي المنصوص عليها رسميًا في برامج الهيئة القومية لضمان الجودة والاعتماد للتعليم الجامعي في مصر. وقد اقتصرت الدراسة في تطبيق الشق الميداني على عينة من أعضاء هيئة التدريس (مدرس - أستاذ مساعد - أستاذ) في كليتي (العلوم - والتربية) من كليات (جامعة الأزهر) بالقاهرة وتمثلان التعليم الأزهري. وكليتي (العلوم - والتربية) من أربع جامعات تمثل التعليم العام، الأولى: (جامعة المنصورة). والثانية: (جامعة عين شمس). والثالثة: (جامعة أسيوط). والرابعة: (جامعة قناة السويس)، وتم اختيار هذه الكليات على أساس نوع الكلية (عملية ونظرية) لمعرفة أثر التنوع المعرفي، وعلى أساس الدرجات العلمية (أستاذ - أستاذ مساعد - مدرس) لمعرفةِ أثر التنوع الوظيفي، وعلى أساس سنوات الخبرة (أقل من 10 سنوات - أكثر من 10 سنوات) لمعرفة أثر الخبرة المكتسبة، وعلى أساس حالة الكلية من الاعتماد (معتمدة - غير معتمدة) لمعرفة أثر جودة التعليم بالكلية، وعلى أساس نوع عضو هيئة التدريس (ذكر- أنثى) لمعرفةِ أثر النوع، وقد بلغ إجمالي أعضاء هيئة التدريس في هذه الكليات (2528) في العام الدراسي الجامعي (1442هـ - 2020/ 2021م). وقد أسفرت النتائج عن تقديم بعض المتطلبات التي تسهم في تطوير التخطيط الاستراتيجي للجامعات المصرية في ضوء معايير الجودة، وفي ضوء التأصيل الإسلامي، من أهمها: ضرورة تحديد الأهداف التي تسعى كليات الجامعات إلى تحقيقها باعتبارها المدخل الأول في إدارة الجودة الشاملة. This study mainly aimed to identify the status-quo of strategic planning of the Egyptian universities in the light of quality standards and foundations from the Islamic perspective, in order to present some proposed requirements that contribute to the development of strategic planning for the Egyptian universities in the light of quality standards, and in the light of the Islamic rationale. The study made use of two approaches: the first is the analytical descriptive approach, and the second is the deductive approach. The researcher prepared a questionnaire on the status-quo of the strategic planning of Egyptian universities in light of the quality standards, which are officially stipulated in the programs of the National Authority for Quality Assurance and Accreditation for university education in Egypt. The study instruments were administered to a sample of faculty members (lecturer - assistant professor - professor) at the faculties of (science - education) from the faculties of (Al-Azhar University) in Cairo that represent Al-Azhar education. The faculties of (Science - Education) consist of four universities that represent general education, namely Mansoura University, Ain Shams University, Assiut University and Suez Canal University. These faculties were chosen on the basis of the type of faculty (practical or theoretical) to know the impact of cognitive diversity, and on the basis of academic degrees (professor - assistant professor - lecturer) to identify the impact of functional diversity on the basis of years of experience (Less than 10 years - More than 10 years) to know the impact of the acquired experience, and on the basis of the college’s status of accreditation (accredited - not accredited) to know the impact of the quality of education in the college, and on the basis of the type of faculty member (male - female) to identify the effect of gender. The total number of faculty members in these faculties are (2528) in the academic year (1442 AH - 2020/2021 AD). The study succeeded in presenting some proposed requirements that contribute to the development of strategic planning for Egyptian universities in light of quality standards, and in light of Islamic foundations, the most important of which are: the necessity of defining the goals that university colleges seek to achieve as the first entry point in Total Quality Management.
