تهدف هذه الدراسة إلى استشاف أطر الإصلاح الإداري للتعليم قبل الجامعي وأهم مداخله في الفر الإداري والتربوي المعاصر، بالإضافة إلى الوقوف على ملامح الإصلاح في الوطن العربي، وأبرز المبادرات والجهود التي تمت وفق ما ورد في الخطط والوثائق الرسمية والتقارير الإقليمية والدولية، والتي يشير العديد منها إلى حاجة نظم التعليم العربية إلى مزيد من التطوير لتجسير فجوات الأداء التي تفصلها عن ثير من الدول. واعتمدت الدراسة على إحدى منهجيات استشراف المستقبل، وهو أسلوب دلفي لاستطلاع رأي مجموعة من الخبراء التربويين المتخصصين من سبع دول عربية (مصر، السودان، المملة العربية السعودية، الويت، عمان، الأردن، تونس) ووصل عدد الخبراء إلى (64) من أساتذة الجامعات والباحثين في الإدارة والتخطيط التربوي وأصول التربية، من سبع دول عربية هي (مصر، السعودية، السودان، تونس، الأردن، الويت، عمان) بما ساعد على بناء تصور مقترح للإصلاح الإداري يستند إلى واقع التعليم قبل الجامعي في الوطن العربي وتحدياته وتوجهاته، ما يرتز على أهم المداخل الإدارية والتنظيمية المعاصرة إعادة الهيلة للنظم والسياسات والحومة المؤسسية للقواعد والإجراءات، وبناء القدرات البشرية وترشيد الهدر في الإنفاق وتنويع مصادر التمويل. This study aimed at exploring the frameworks of administrative reform of the pre-higher education and its main approaches in contemporary educational management thought, as well as standing on the features of the administrative reform of the pre-university education in the Arab world, and highlight the initiatives and efforts undertaken according to the official documents and regional and international reports, that many of which indicate the need of Arab education systems to further develop to bridge the performance gaps that separate them from many countries. The study depended on one of future methodologies that is the Delphi technique to explore the views of a sample (64) university staff and researchers in the field of educational administration and planning, and foundations of education, from seven Arab countries (Egypt, Sudan, Kingdom of Saudi Arabia, Kuwait, Jordon, Oman, Tunisia), with the aim to help in building a proposed perspective for administrative reform based on the reality or status quo of education in Arab countries, its challenges and trends. The proposed perspective was also based on adopting contemporary administrative approaches, such as restructuring of systems and policies, institutional governance for rules and procedures, human capacity building, rationalizing the waste and raising the ratio of funding and financing.
