هدفت الدراسة الحالية إلى تسليط الضوء على المواطنة السياسية في المملكة العربية السعودية، وذلك عن طريق استخدام المنهجين الوثائقي والنوعي- طريقة النظرية المتجذرة. وتمثل مجتمع الدراسة في أمرين هما: الوثائق المتصلة بالمواطنة السياسية، وعينة من الخبراء والمتخصصين في المواطنة والدراسات الاجتماعية التربوية والجغرافيا السياسية والعلوم السياسية، وعددهم عشرة خبراء. واستخدمت الباحثة أسئلة المقابلة شبه المقننة أداة لرصد آرائهم، وتم التحقق من قيم الصدق والثبات اللازمة للأداة. وقد أظهرت نتائج الدراسة أهمية توظيف التربية على المواطنة السياسية في إعداد المواطن الصالح المتصف بأعلى مستويات الثقافة والوعي السياسي، ومن ملامحه فهم بنية الكيان السياسي السعودي وثوابت قيامه، وإدراك القوة الناعمة للمملكة دينيا واقتصادياً وجيوسياسياً، وتغليب ثقافة الحوار البناء، وتقبل الآخر، والسلامة من مخاطر التطرف الفكري، والمساهمة في تحقيق المشاركة السياسية، ودعم السلم والاستقرار المجتمعي. وأيضا كشفت النتائج عن الموجهات المطلوبة عند التخطيط، ومن أهمها إعداد وثيقة التربية على المواطنة السياسية ضمن الأبعاد المشتركة لوثيقة المناهج السعودية، والتركيز عليها في وثيقة مناهج الدراسات الاجتماعية، وقيامها على مبدأين هما: الحقوق السياسية، والواجبات السياسية. وأوضحت النتائج كذلك المجالات التي ينبغي مراعاتها عند توطين التربية على المواطنة السياسية مثل المجالات المعرفية والوجدانية والمهارية، إضافةً إلى أهمية مدخل التعلم المتمركز حول المتعلم في تدريس التربية على المواطنة السياسية، ومن أهم نماذجه التعلم النشط، والتعلم التعاوني. وأظهرت النتائج أيضا الصعوبات والتحديات التي تواجه تضمين التربية على المواطنة السياسية في المناهج وبرامج المواطنة في مراحل التعليم العام والجامعي، وما تلاقي من مقاومة للمبادرات التجديدية نتيجة الجهل والفهم الخاطئ، وندرة المعلمين المتخصصين وضعف تكوينهم المهني، والإفرازات السلبية لوسائل الإعلام الحديثة، والثورة المعلوماتية والرقمية المعاصرة. وفي النهاية طرحت الدراسة مجموعة من الحلول كبناء منهج المواطنة السياسية، وبرامج تأهيل معلميها وفق معايير تطويرية ومهنية عالمية. وختمت الدراسة بتقديم مجموعة من الاستنتاجات والتوصيات والمقترحات ذات العلاقة. The study under consideration analyses the political citizenship in the Kingdom of Saudi Arabia by employing documentation and a qualitative methodology: the rooted theory method. Indeed, the survey utilizes documents on political citizenship and the surveys of a number of experts specialized in citizenship, educational social studies, geopolitics and politics (precisely 10 scholars). The researcher makes use of the semi-structure interview questions as a tool to monitor the experts’ opinions; and the validity and reliability values were verified. This study accentuates the prominence of employing education on political citizenship in preparing good citizens who are characterized by the highest levels of cultural and political awareness. In fact, this paper examines the structure and the foundations of the Saudi political institution, realizing the underlying power of the kingdom: religiously, economically and geopolitically. The researcher in this document considers the following themes. First of all, the values of constructive dialogue and acceptance of the other. Second, the prevention of the risks of intellectual extremism; and third the achievement of political participation, peace and community stability. In addition, the survey displays the challenges the researcher faces when planning the present paper. These challenges are as follows: On the one hand, the elaboration of the research paper on the basis of education on political citizenship within the framework of the Saudi curriculum. On the other hand, the construction of social studies’ curriculum according to the values of education on political citizenship. Added to that, this paper faces another challenge which is the exploration of two subject matters: political rights and political duties. The document clarifies the aspects that should be taken into account when settling education on the fundaments of political citizenship, such as the cognitive, the affective and the psychomotor factors. Moreover, the article emphasizes the importance of the learner-centered method in teaching education on political citizenship and its most prominent approaches, which are active learning and cooperative learning. Furthermore, the researcher expounds the challenges that face the inclusion of education on political citizenship in the curricula both in schools’ and universities’ educational systems. The challenges the most critical are the resistance to innovation initiatives as a result of ignorance and misunderstanding, the scarcity of specialized teachers, their weak professional training, the negative outcomes of the modern media and of the contemporary information and digital revolution. The researcher, finally, proposes a set of possible solutions such as the elaboration of the teachers’ political citizenship curricula and training programs in accordance with the international developmental and professional standards. The study concludes by introducing relevant recommendations and suggestions. (Published Abstract)
