يهدف البحث الى دراسة التوزيع المكاني للمدارس الابتدائية في العراق وكفاءتها ضمن المعايير التخطيطية، وقد جاءت هذه الدراسة لما يمر به التعليم الابتدائي من منعطفات تبرز من خلالها تحديات على جميع الاصعدة منها ما يحقق النجاح ومنها ما يؤدي بها الى الفشل، أن الزيادة في اعداد التلاميذ الملتحقين بالدراسة الابتدائية في العراق مع قلة عدد الابنية المدرسية تؤثر بشكل مباشر على المسيرة التربوية والتعليمية مما يعني ضرورة تكثيف الجهود من قبل المؤسسات التربوية المتمثلة بوزارة التربية والتعليم العراقية ومديريات التربية في عموم المحافظات ونقابات المعلمين والتربويين لتنمية التعليم بصورة عامة والتعليم الابتدائي بصورة خاصة لما له من اهمية كبيرة في وضع حجر الاساس للتلميذ العراقي للوصول به الى مراحل التعليم الاخرى فيما بعد، ركزت الدراسة على توزيع المدارس الابتدائية في العراق وتوزيع التلامذة في المدارس واعداد الشعب الدراسية واعداد المعلمين في المدارس الابتدائية للعام الدراسي 2018-2019. واعتمدت الدراسة على المعايير التخطيطية الخاصة بالخدمات التعليمية (تلميذ/معلم، تلميذ/مدرسة،تلميذ/شعبة)، واستنتجت الدراسة ان العراق يعاني من عدم وجود خطة واضحة للتوزيع المكاني للخدمات التعليمية الابتدائية مع وجود خلل واضح في تباين توزيع الملاكات والمدارس واعداد الشعب الدراسية اذ لم تدخل نسبة عالية من المحافظات ضمن المعايير، واوصت الدراسة بوضع خطة محكمة وسقف زمني لتحديد التوزيع المثالي للخدمات التعليمية في المنطقة مع ايجاد حل لمشكلة التباين المكاني في توزيع الملاكات والمدارس واعداد الشعب والاهتمام بالتحاق التلاميذ في المدارس تكثيف الجهود في المحافظات التي لم تحقق المعيار للخدمات التعليمية. The research aims to study the spatial distribution of primary schools in Iraq and their efficiency within the planning criteria, and this study came because of the junctions experienced by primary education through which challenges emerge from all levels, including what achieves success, including what leads to failure, that the increase in the number of enrolled students in primary school in Iraq, with the small number of school buildings directly affecting the educational and educational process, which means the need to intensify efforts by educational institutions represented by the Iraqi Ministry of Education and the directorates of education in all governorates and teachers unions and educators for the development of education in general and primary education in particular because of its great importance in laying the foundation stone for the Iraqi student to reach him to other stages of education later, the study focused on the distribution of primary schools in Iraq and the distribution of students in schools and the preparation of the study people and the preparation of teachers in primary schools for the year academic 2018-2019 the study relied on the planning standards for educational services (pupil / teacher, pupil / school, pupil / division), and the study concluded that Iraq suffers from a lack of a clear spatial distribution plan for primary educational services with a clear imbalance in the disparity in the distribution of staff and schools and the preparation of the school population as a high percentage of governorates did not fall within the criteria, and the study recommended setting a tight plan and time ceiling to determine the ideal distribution of educational services in the region with finding a solution to the problem of spatial disparity in the distribution of staff and schools and preparing the people and attention to student enrollment in schools to intensify efforts in the provinces that did not meet the criteria for educational services.
