This paper aims at discovering the effectiveness of integrating the tools of personal learning environments (Facebook & Twitter – forums & YouTube) in the e-learning management system (JUMP) on developing the skills of instructional design among the students of the College of Education, Jazan University. It also aims at unveiling the differences of the tools of personal learning environments (Facebook & Twitter – forums & YouTube) on developing the skills of instructional design among them. The study uses the experimental method of the pre-post experimental design to investigate the questions and hypotheses. The sample consists of 60 students from all departments of the College of Education, Jazan University, who have been distributed to two experimental groups. The first experimental group studied the content using JUMP through Facebook & Twitter, and the other group studied through forums & YouTube. The study tools include an achievement test, and a performance assessment card for assessing the skills of instructional design. The findings reveal: 1) a statistically significant difference at the level of 0.05 between the mean scores of the two groups in the pre and the post measurements of the achievement test and the performance card favoring the post-assessment. 2) A statistically significant difference at the level of 0.05 between the mean scores of the two groups in the achievement test of the instructional design skills favoring the first group (Facebook & Twitter). 3) No statistically significant difference at the level of 0.05 between the mean scores of the two groups in the performance assessment card.
