رغم أن مصر تبنت صيغة التعليم المفتوح منذ ما يقارب العقدين من الزمان، فضلاً عن التوسع في برامجه منذ بداية العقد الأول من القرن الواحد والعشرين، إلا أن استقراء الواقع ونتائج الدراسات التي تناولته بالتحليل والتقويم يشيران إلى أن التعليم الجامعي المفتوح المصري يعانى العديد من أوجه القصور والخلل، الأمر الذى يتطلب البحث عن سبل العلاج والإصلاح. وفي الوقت ذاته، نجد أن هناك العديد من الجهود العالمية في ميدان التعليم المفتوح لمواجهة مثل تلك المشكلات، لذلك توجب علينا دراستها بهدف الإفادة منها في ضوء واقعنا وظروفنا واحتياجاتنا. لذلك سعى هذا الكتاب إلى تناول بعض الصيغ العالمية المعاصرة وتحليل الاتجاهات العالمية في الإصلاح في دول بريطانيا وإسرائيل وتايلاند والصين وتركيا، بهدف الاسترشاد بها في وضع تصور رؤية لإصلاح التجربة المصرية، وعرض الرؤية المقترحة على مجموعة من الخبراء لمعرفة مدى كفاية عناصرها لإصلاح كافة جوانب الخلل في نظامنا الحالي، إضافة لمعرفة مدى ملاءمة تلك الرؤية للظروف والأوضاع المجتمعية.(ملخص المؤلف)

In Early 1990s, The Supreme Council of The Universities in Egypt decided to implement and adopt open education program in Egyptian universities. This step was followed by other steps which led to great expansion in open education programs in late 2000s. Many Evaluative studies for Egyptian open education program had recorded a lot of problems which need to be solved seriously in light of the efforts for reform of open learning forms in other countries. The present study attempted to answer the following question: • To what extent can we benefit from the other forms of open education in other countries to reform and develop our Egyptian system of open education as possible according to our social conditions? Thus, the overall goal of the book is to provide a comprehensive vision for the reform of open education system in Egypt in light of the experiences of other countries in this field. Methods of the study: Matching with the study nature, the study used the descriptive method to monitor, qualify and to analyze the concepts used in this study and analyze the context of the open learning system in Egypt and in the other countries. The historical method was used in studying the origins of open learning and its development universally and locally. Results: A suggested reforming vision for Egyptian open learning system in light of the contemporary trends of reform and also, according to the agreement of a sample consisted of (35) of the experts of higher education systems and open learning systems.(Author's abstract)
