The empirical descriptive methodology was implemented by distributing surveys as a basis of this study. The Surveys identified ten TQMS distributed on three Stages including inputs, processes and outputs, the Surveys also contained a hundred of statements distributed on the six Dimensions of the study with ten statements in total for each. The population of the study included Physical Education Specialists in Physical Education (PES), Curriculum and Educational Supervision Departments, Physical Education and Senior Physical Education Teachers (PET/SPETS) in 207 Schools of the Ministry of Education in the Kingdom of Bahrain. The Study Sample included 480 PETs in the First Group in addition to 75 PESs in the Second Group of those who match the pre-conditions of the study. 305 surveys for PET and 68 SPETSs were used while the others were not considered at all as they did not comply with the preconditions of the study as a total of 373. For Finding the results of the study Percentages and averages, standard deviations, were used to detect the levels of Quality. Results: 1) Quality Level per Standards was rated as Moderate by FG and Low by SG. 2) Quality Level per Dimensions was rated as Moderate except for second and fourth Dimensions; SG except for Second Dimension rated it as Low. 3) Quality Level per Stage was rated as Moderate for all three stages by FG, comparatively SG rated it as Low. 4) Lack of sufficient budget, playgrounds, establishments, incentives, appreciation and work overload on PET are the most important obstacles in the development of STM. 5) The changes of local and scientific factors affect the development of STM. 6) Generally speaking, the oversight of various entities contributes negatively to the Quality Level of STM. Recommendations: 1) Establishing a national entity for STM. 2) Implementation of suggested framework to develop STM according to TQMS. 3) Establishing rules and regulations to facilitate the enrollment of sport talents to special programs that are complied with international rules and regulations. 4) Reassessment of School Sport Programs in order to serve the talented students in a better way.
