A1 دروازي، عمار A2 لعروسي، أحمد AB تنطلق هذه الدراسة من فكرة موضوع ظاهرة هجرة الأدمغة والكفاءات، التي تعتبر من الاهتمامات التي تؤرق بلدان المغرب العربي وعلى رأسهم الجزائر، حيث عرفت هذه الظاهرة رواجاً كبيراً الكفاءات العربية، بعدما أصبحت البطالة والمشاكل الإجتماعية عائقاً أمام عيشهم وتقدمهم في بلدانهم الأصلية، مما دفع بهم إلى الهجرة إلى الدول الغربية، بطرق شرعية أو غير شرعية، على أمل تحقيق طموحاتهم وأحلامهم المستقبلية. ويمكن القول أن ظاهرة هجرة الأدمغة العربية ترجع إلى حتمية وجود العديد من العوامل داخل بلدانهم كالبطالة وعدم الإهتمام بهم، وانخفاض أجورهم، فضلاً عن العوائق السياسية، وهو الأمر الذي تستغله الدول العظمى، وعلى رأسها الدول الأوروبية، في استقطاب هذه الفئة. كل هذا دفعنا للبحث عن دوافع وأسباب هجرة الأدمغة في ظل الظروف التي تعيشها البلدان العربية، وصولاً إلى طرح بعض الحلول الناجعة لأجل إعادة استقطابها. Immigration to Western countries, by legal or illegal means, in the hope of achieving their future aspirations and dreams. It can be said that the phenomenon of Arab brain drain is due to the inevitability of many factors within their countries, such as unemployment, lack of interest in them, and low wages, as well as political obstacles, which is what is used by the major countries, especially European countries, to attract this category. All of this prompted us to search for the motives and causes of brain drain in light of the conditions in the Arab countries, and to offer some effective solutions in order to re-attract them.
