A1 الزايدي، أحمد بن محمد AB The study aimed at identifying the situation of governance principles application in the educational offices in Jeddah and the constraints impeding it. The study also aimed at detecting any differences of statistical significance between the average responses of educational supervisors regarding their application and the barriers due to different variables such as the academic qualification, years of experience in educational supervision, and attending educational supervision in quarterly courses. To achieve these objectives, the researcher used both the descriptive and survey method, and prepared a questionnaire that included the initial data along with two sections. The first section dealt with the application of the governance principles in four dimensions (transparency, empowerment, justice and accountability). The second section dealt with the obstacles impeding the application of the principles of governance in three dimensions (organizational, human, and material). This questionnaire was applied to all educational supervisors working in the educational offices in Jeddah governorate using a comprehensive calculation method of (172) educational supervisors representing (80%) of the study population. The study has reached many results: the situation of the application of the governance principles in educational offices as well as in the dimensions of transparency and empowerment were at a quite high level while at the level of accountability and justice they came at a medium level. The study also reached the conclusion that the obstacles hindering the application of the principles of governance in the educational offices in general were also at a medium level. Physical constraints were high, while the organizational and human constraints were medium. The results of the study also showed that there was no statistically significant discrepancy between the average responses of educational supervisors on the actual situation application of governance principles and the obstacles the educational supervisors are faced with. The difference is due to variables such as (scientific qualification, years of experience in educational supervision, and access to the course of educational supervision. The study recommendations are as follows: the ministry of education should provide an operational budget for educational offices that would enhance their independence and help them achieve their goals in proportion to the size of their responsibilities. It should update the organizational structures in its educational departments and offices in line with the requirements of change and the vision of the kingdom of 2030 which is built upon the principle of the governance of government performance. The ministry also recommended that the departments of educational offices increase the level of transparency in the process of evaluating the performance of educational supervisors and inform them about the results of their evaluation as well as the activation of accountability and accounting practices in the educational offices to clarify the mechanisms and standards of application governing them.
